<br />I <br /> <br />I <br /> <br />order here. We did not recommend any priori ty items in the budget. We <br />merely said that we hoped that the Board would support the budget <br />request. The only timeswe have considered matters of priority have <br />been in connection with funding that is not included in the President's <br />budget. Today we are considering the President's budget. but there are <br />some other additional requests we hope to make. <br /> <br />Mr. Aspinall: That is the understanding. But you realize. and I realize <br />that tne Executive Department doesn't want those projects at this time. <br />or the funds. Even if they are passed. they are not going to go ahead <br />and release them. <br /> <br />Mr. Sparks: That is the chance we always have to take. <br /> <br />Mr. Stapleton: I think you are familiar with the position of the State. <br />all sections of the State support the teclamation projects thoroughly. <br />and that is the only way we can get cooperation and get those projects <br />through; we fight for the funds. <br /> <br />Mr. Aspinall: Mr. Chairman. I think that's exactly right. The Honorable <br />Byron Rogers. who had no reclamation projects in his district. never <br />failed to support them. <br /> <br />Mr. Stapleton: Do any members of the Board have further questions? <br /> <br />Mr. Kroel!;er: I would like to ask a question of Congressman Aspinall. <br />Congressman. we were led to believe that in the Colorado River Project <br />Act of 1968. that the words "concurrent construction" had considerable <br />significance to the western Colorado River development. Since that <br />time we have been led to believe that perhaps they didn't have all that <br />much significance. I would like you to comment on that. <br /> <br />Mr. Asxinall: I believe that the Arizona people are perfectly willing <br />to abi e by the understanding that when they go on the line. we will <br />be able to go on the line with our participating projects. And there <br />is one project - we are not talking about five separate projects. as <br />far as the authorization is concerned. We are talking about one proj- <br />ect. that is what those five participating projects mean because of <br />their feasibility position and the economic justification. and the <br />financial position. <br /> <br />Mr. Kroel!;er: I hope that's really right. <br /> <br />Mr. Stapleton: Are there any other questions of Congressman Aspinall. <br />or Mr. Fischer? <br /> <br />Mr. Brown. would you like to make a statement? <br /> <br />Mr. Brown: If you please.
