<br />the economic advantages of this additional <br />water supply at Weld county is the fact that <br />the flood control benefits are greater at the <br />Narrows site. <br /> <br />I <br /> <br />Concisely, it can be stated that the com- <br />bined purely economic values of water conserva- <br />tion and flood control at either site, for all <br />practical purposes, are identical. A selection <br />of one site in preference to the other, based <br />upon combined hydrologic and flood control <br />considerations, was therefore eliminated. <br /> <br />The remaining major item in the site selec- <br />tion was the matter of comparative costs. In <br />a report entitled 'Site Selection Report, <br />Narrows Unit - Colorado' dated September, 1961, <br />the Bureau estimated the total cost of the <br />Narrows site at $38,334,000 and the cost of <br />the Weld County site at $45,459,000. At the <br />time of this estimate, detailed geologic in- <br />vestigations were available at the Narrows site, <br />but were not available, except to a limited <br />extent, at the Weld County site. In the case <br />of the cost analyses, therefore, the estimates <br />indicated a definite advantage in the favor of <br />the Narrows site to the extent of about $7 <br />million. <br /> <br />I <br /> <br />It was the opinion of our staff, shared <br />by many others, that the geologic investigations <br />at the Weld County site were insufficient to <br />make a fair comparison between that site and <br />the Narrows. This Board, therefore, employed <br />the consulting engineering firm of Woodward- <br />Clyde-Sherard and Associates to conduct addi- <br />tional geological investigations at the Weld <br />County site and to make percolation tests at <br />both sites. The Bureau of Reclamation assisted <br />in these additional investigations. For those <br />of you who are not familiar with the firm of <br />Woodward-Clyde-Sherard and Associates, it is <br />one of the outstanding firms in the world <br />, having to do with the investigation of dams <br />and damsites. That firm has participated in <br />the construction of almost every major dam <br />throughout the world, including most of the <br />
