"'1:V.JV

able waters, together with anticipated addi-
tional importations from the Colorado River
system. It became evident that major storage
would be needed on the river both above and
below Denver, together with reregulating stor-
age immediately below the metropolitan area.
Planning has since proceeded on that basis.
I might add that in what we call the 'Two
Forks Project', it is now contemplated that
a reservoir will be constructed above Denver
below the confluence of the North Fork of the
South Platte and the South Platte, and that
immediately below Denver, perhaps in the
neighborhood of Hudson or on Box Elder Creek -
in that area - a small reregulating reservoir
will be constructed to assist in helping the
water supply of that section of the river
immediately below Denver.

On the Narrows project, we specifically
asked the Bureau of Reclamation to make a
hydrologic and cost comparison of the Narrows
and Weld County Reservoir sites.

In February, 1963, the Bureau documented
the results of its hydrologic studies in a
publication entitled 'Site Selection Presenta-
tion to the South Platte Steering Committee' .
The gist of the conclusions presented in the
presentation were to the effect that neither
site had a clear-cut hydrologic advantage over
the other. Storage at the Narrows site pro-
vides a more adequate supply for the lower
basin, while storage at the weld County site
provides a more adequate supply for the mid-
section of the basin.

The hydrologic conclusions drawn by the
Bureau have been studied extensively by the
staff of this Board. W~ are not in any major
disagreement on the hydrologic studies. The
studies indicate that a reservoir at the Weld
County site would reduce annual Valley short-
ages about 2,500 acre-feet more than the
Narrows site under the present time level, and
would reduce shortages about 9,000 acre-feet
more under the 1990 time level.
