Patterson, Chief Engineer or the. Colorado Water Conservation <br />Board, presented an outline of a report of the Colorado Water Conservation Board <br />proposed for issuance oovering the wster resources of the state of Colorado, their <br />present development and proposed development, and inoluding related matters. The <br />outline of this report is hereto attaohed and made a part of these minutes. <br /> <br />This outline was oarefully oonsidered by the Board. certain <br />suggestionamade. and after a review, it was moved by Attorne <br />General Ire1anW and seoonded by Mr. Nelson that the Direotor <br />of the Colorado Water Conservation Board and h is staff be <br />authorized to proceed with the preparation snd i ssuanoe oft <br />1944 report of the Colorado Wa'ter Conservation Board. <br /> <br />A vote being taken, the motion was deolared unanimously passed. <br /> <br />The meeting recessed at 5:~5 P.M. to reconvene st 10:00 A.M.. John Iakisoh,. engineer for the Bureau or Reo1amation in cherge of <br />Wheeler-Case development, ~ade a report on the presen~ status cf oonstruction <br />of the Manoos project in Southwestern Colorado. He explained that the stripping of <br />the dam site on the. Mancos' project had been oompleted exoept for the top of the <br />abutment; and that the oonduit- exoavs..tion had been completed. He stated that the <br />project was seventeen to eighteen peroent complete at the present time; but that <br />it would! be impo~sible to complete it durim& the presen~ year for operation. He <br />stated! that the man-power efficiency at the Mancos camp is lower than that E <br />other cocscientioua objecto~ campa and that 1~ wou~ be neoessary to hire some <br />skilled labor. He said that the project must be oompleted before 1946,to meet the <br />qualifications of the War Food Program. <br /> <br />Direotor Stone then explained! that a meeting of the Committee of Sixteen, <br />Colorado River Basin would be held at Reno, Nevada on July 20-21, 1944, for the <br />purpose of considering the plan of the Bureau of Reclamation for the comprehensiv~ <br />development of the Colorado River Basin. He stated that the Bommissioner of the. <br />Bureau ('If Reol>1ll1!ition had ordered that the o'Ver-alll oomprehensiv8l plan be submitted:> <br />
