64

C. J. McCormick seconded the motion to adopt the foregoing reso-
lution.

On vote being taken, the motion to adopt the resolution unanimously
carried and the resolution was declared adopted.

The Vice-Chairman called upon Director'Stone on 5(b) of the agenda.
(status of Appropriations for Surveys and Investigations by the Bureau of
Reclamation for next Fiscal Year)

.

I

The Director reported that the Subcommittee on Appropriations of the
House of Representatives, confirmed'by action of the House on the appropriation
to the Bureau of Reclamation for fiscal year July 1, 1952 to June 30, 1953,
had reduced the amount of money available to the Bureau of Reclamation for
investigations to $3,000,000. Such an appropriation would be about one-half
of that requested by the Bureau for such purposes. In addition, the House
'Committee had included in its report directives to the Bureau of Reclamation
which would have the effect Oif discontinuing, or expending only minor amounts
on, the most important pending project investigations in the Colorado River
Basin in Western Colorado. These investigations are vitally needed in
connection with the Colorado water development program, . and their discon-
tinuance might well result in an undesirable delay in executing such a pro-
gram. The Director reviewed his statement entitled "Statement Concerning
Appropriations for Fiscal Year 1953 to Carryon Surveys and Investigations by
the Bureau of Reclamation." This statement had been prepared and put in the
hands of the Colorado Senators to aid them in their appearance before the
Senate Subcommittee on InteriOl' appropriations. Copies of that statement have
been made available to the members of the Board.

The Director suggested that the Vice-Chairman call on Dan Hunter,
who had spent several days in Washington in an effort to aid in every
way possible the securing of adequate appropriations to enable the Bureau
of Reclamation, during the next fiscal year, to carry on and expedite
pending surveys and investigations, particularly in that part of the
Colorado River Basin which lies in Colorado.

Mr. Hunter said that he had contacted fifty-one Senators while in
Washing!;on and had talked to them concerning the matter of these appropria-
tions. It was his opinion, after talking with them, that a considerable
portion of the money, if not all of it, requested by the Bureau of Recla-
mation for surveys and investigations, would be restored in the Senate.

The Vice-Chairman announced that no action by the Board on this matter
was necessary at this time.

The meeting recessed at 12:05 p.m. to reconvene at 1 p.m.

I
