<br />. . - <br /> <br />6~ <br /> <br />Afternoon Session <br />tlay 5, 1952 <br /> <br />I <br /> <br />The meeting was called to order at 1:15 p.m. by Vice-Chairman George J. <br />Bailey. <br /> <br />Director Stone reported on Item 5( d) on the aeenda, "Proposed Narrows <br />Dam Project." He called attention to the compilation of the records of <br />hearings lvhich had been held at Fort ~orean, Sterling and Greeley under <br />previous authorization of the Board. He also reported on a meeting, sponsored <br />by the Sterling Chamber of Com.'llerce and vrllich was attended by him. This <br />meeting, he said, was attended by about two hundred people. Statements <br />were made by representatives of Region 7, Bureau of Reclamation, cqncerning <br />the plans for the project, including its operational plans, and supplemental <br />surveys and investigations on the project which had been undertaken and <br />which were desired by the Colorado Water Conservation Board and the locally <br />affected interests. The Director made a statement at this meeting regarding <br />the activities of the Colorado Water Conservation Board in the matter. Be- <br />fore the meeting closen, a vote was taken to ascertain the sentiment of <br />the people in the Sterling area re~arding the proposed project. The vote <br />disclosed that all lvho WBre present at the meeting, except for trro dissenting <br />votes, favoreo the construction of the project and the plan of operation. <br /> <br />After discussion respecting further procedure ty the Board to <br />enable it to prepare its comments to the Bureau of Reclar.lation, it <br />was woved by Judge Dan H. Hughes and seconded by John U. neaty that <br />the Director and Consultinc Encineer prepare a report for the Board, <br />pointing out the different factors of the JJarrry~s Project, inCluding <br />its purposes and benefits; that a meetinG of the Colorado ~ater <br />Conservation Board be held after the report is prepared to consider <br />its comments to ReGion 7, Bureau of ~cla'llation, on the project re- <br />port; and that such a meeting be scheduled for three da,rs; one day <br />to be devoted to a trip into the area for the purpose of viewing <br />the reservoir and dam site, the area ~hich will be inundated by <br />storage in the Narrows Reservoir and at least a portion of the area <br />below the location of the dam; one day to be devoted to hearing a <br />limited number of proponents and opponents of the project; and a <br />third day to be devoted to consideration by the Board for the <br />formulation of its comments. <br /> <br />On vote being taken, the motion w~s unanimously carrieo and <br />declared adopted. <br /> <br />I <br /> <br />The Director then reported on Item 5(e) on the a:;enda, "Status of <br />Authorizing Legislation on the Colorado River S~orage Project and Partici- <br />pating Projects and the FryinEpan-Arkansas Project." He stated that the <br />report on the Colorarlo River Storage Project had not been released to the <br />. <br />Bureau of the Budget by the Secretar,' of the Interior:; that proposed <br />legislation for aut~orizing the project had been agreed upon by t~e <br />states and the Upper Colorado River Comnission; and that this proposed <br />aut~orizing legislation had been introduced in the Senate by Senator Watkins <br /> <br />, <br />
