The CERCLA appropriation reimburses DMG staff for work performed on <br />CERCLA cases at the request of the Attorney General's office that will now be absorbed by the <br />division. <br /> <br />Minerals and Geology <br /> <br />Minerals - Personal Services <br /> <br />$ 117,599 <br /> <br />Impacts: <br /> <br />The only vacant position in the Minerals Regulatory Program will be held open for the fiscal <br />year. This is a management position, with supervisory responsibilities for five environmental <br />protection specialist II positions, but those duties will be covered temporarily by a non- <br />supervisory staff person assigned as an interim supervisor. Functions lost include 50-60 <br />required mine inspections and 30-40 required mine site financial warranty evaluations not being <br />done annually. The unfilled position will also result in a shift of 30-40 permit actions, to include <br />permit applications and amendments, to other staff, Therefore, some permitting actions will be <br />approved with an insufficient or no agency evaluation, If no other vacancies are anticipated a <br />supplemental request will be made to refinance $18,600 from severance tax CF, <br /> <br />Parks and Outdoor Recreation <br /> <br />. <br /> <br />Established State Parks <br />New State Parks <br />TOTAL <br /> <br />$ 271,649 <br />o <br />$ 271,649 <br /> <br />Impacts: <br /> <br />The division's funding split is on the "bottom line" of the program, The plan for established state <br />parks would restrict the "personal services" by $194,000; the operating expenses by $62,771 <br />and the utilities by $14,878. These savings would need to be achieved by holding new positions <br />vacant throughout the entire fiscal year,' The General Funded support for the division has <br />slipped to about 25% of divisional expenses making vacancy savings for that fund source <br />harder to achieve, The division's cash revenue sources, while not immune from the same <br />economic factors that have caused general fund revenue problems, have been closer to original <br />estimations, Forced vacancies have an impact on services available throughout the park <br />system, but that impact is exacerbated somewhat by the recent staffing expansion.
