In order to avoid layoffs and minimize <br />disruptions to basic operations, the required restriction will be generated from the delay in hiring <br />two new FTE approved in the RDSS decision item. The statutory responsibility for water administration consumes 78 percent of <br />the-overall budget of the division. The major impacts are to water administration, well permitting <br />and inspection programs, statewide direction of hydrography, and satellite monitoring programs. <br />There will be five positions that remain vacant for all of FY 2002-03. Plus, three positions that <br />will become vacant during the year due to retirements and resignations will remain vacant from <br />the time of the vacancy through the end of the fiscal year. These are the South Platte Basin <br />lead hydrographer, and two engineering assistants for groundwater enforcement on the <br />Arkansas River. A consequence for every position has been written. Additionally, overtime will <br />be reduced fifty percent. (DWR is required to pay overtime to the non-exempt water <br />commissioners.) Since water administration occurs seven days of the week during the spring <br />and summer from sunup to sundown, this constitutes a significant reduction in water regulation <br />presence. <br /> <br />Six other positions will remain vacant for the entire fiscal year including the IT networking <br />position (that supports the networks in 14 offices), a ground water modeler (decision item <br />position to assist in the groundwater rules in the San Luis Valley), records section public service <br />staff, geotechnical engineer, and two staff support positions. Consequences of not filling these <br />positions have also been documented. <br /> <br />The balance of the required four percent restriction will be taken from the Satellite Monitoring <br />and River Decision Support System programs. Impacts on these appropriations will be <br />diminished support for gaging operations and holding a data base administrator position vacant <br />for most of the year. <br />
