<br />- 3- <br /> <br />Policy #3: Rel!ulatory IOO-year Floodplains <br />Policy Statement: <br />The lOa-year floodplains delineated by detailed or limited methods are considered to be the regulatory <br />floodplains of the storm or floodwater runoff channels in Colorado as defined in 37-60-106, Colorado <br />Revised Statues (CRS). <br /> <br />Rationale: <br />Delineated lOa-year floodplains adopted by goveming entities and by the CWCB, regardless of the <br />level of detail of those floodplains, are considered to be valid for floodplain management purposes as <br />defmed by Statute. <br /> <br />Implementation: <br />This policy presents no maj or impact or change to current protocol, but does clarify and reaffirm the <br />language and intent of the Statute. <br /> <br />Policy #4: Desil!nated Floodways <br />Policy Statement: <br />The CWCB recognizes that designated floodways are administrative limits and tools used by <br />communities to regulate existing and future floodplain developments within their jurisdictions. <br />Therefore, communities may choose to delineate floodways based on FEMA's I-foot rise criteria or <br />based on more strict criteria by allowing a lesser amount of rise above the base flood elevations. The <br />CWCB floodway policy is synonymous with communities' adopted floodway criteria. Where no local <br />floodway criteria exist, the CWCB recommends the use of the minimum FEMA standard. <br /> <br />Rationale: <br />Communities have expressed the desire to develop floodway information that is not consistent with the <br />current FEMA criteria, and the desire to have such information published on the federal Flood <br />Insurance Rate Maps. FEMA will generally not recognize floodway criteria that are different from <br />their own unless the State government adopts a policy that explicitly allows for that. This policy is <br />designed to allow communities to develop and utilize floodway information oftheir choosing, so long <br />as it meets the FEMA minimum standard. <br /> <br />Implementation: <br />This policy represents a change from current protocol whereby FEMA, in the past, would typically <br />publish a "I-foot rise" floodway on a community's Flood Insurance Rate Map. In the situation where <br />a govemment entity desires to develop and publish floodway information based on criteria that is <br />different from FEMA' s, this proposed policy would help to facilitate that action. <br /> <br />Policy #5: Hydraulic Structures <br />Policy Statement: <br />The policy of CWCB is to recommend that the government entities in Colorado adopt the design <br />standards presented in the statewide Manual for hydraulic structures. The criteria presented in the <br />statewide Manual are considered to be minimum standards. However, govemment entities may adopt <br />higher design standards if they so desire. <br /> <br />It is recommended that design and construction of hydraulic structures that are considered for full or <br />partial funding by the CWCB be prepared in accordance with the guidelines presented in the statewide <br />ManuaL The construction of new or modified hydraulic structures should not adversely impact <br />Flood Protection.
