<br />-4 - <br /> <br />adjacent properties without due process as required by FEMA regulations and CWCB rules and <br />regulations. <br /> <br />Rationale: <br />This proposed policy makes clear the need for recognizing current and updated design standards for <br />hydraulic structures, which will help prevent unwise design and construction of structures that could <br />have potential negative impacts within stream corridors and floodplain areas. <br /> <br />Implementation: <br />This policy does not substantially deviate from current practice and protocol, however it does provide a <br />more robust and clear recommendation that hydraulic structures should meet minimum standards to <br />avoid adverse flood impacts. It also provides a much-needed link between flood protection activities <br />and the CWCB construction fund that may provide loans and/or investments for those activities. <br /> <br />Policy #6: Hvdrolol!V <br />Policy Statement: <br />The CWCB policy is to present hydrologic methods and models that can be used to produce reasonable <br />peak flow rates and hydrographs for use in flood-related studies and projects along drainageways <br />within the state. <br /> <br />It is recommended that the flow rates, for the purpose of floodplain delineations, be calculated in <br />accordance with the hydrology criteria presented in the statewide manual or by using other technically <br />acceptable methods as approved by the CWCB and/or FEMA. <br /> <br />Rationale: <br />Hydrologic computations provide the comerstone for development of floodplain maps and flood <br />hazard mitigation projects and for the implementation of floodplain management activities throughout <br />Colorado. It is important that hydrologic computations are carried out using sound engineering <br />methodologies to produce reasonable results. <br /> <br />Implementation: <br />This policy does not substantially deviate from current practice and protocol, however it does provide a <br />more robust and clear recommendation that hydrologic methods and models should produce reasonable <br />peak flows and hydrographs for use in flood-related studies and projects. The proposed policy is <br />general enough to allow for the acceptance of new models and methods (state-of-the-science) as they <br />become available. <br /> <br />Staff Recommendation <br />Staff recommends that the Board approve policy numbers 1 through 6 related to the Colorado <br />Floodplain and Stormwater Criteria ManuaL <br /> <br />Flood Protection.
