These policy statements, if approved, <br />will be included within the ManuaL <br /> <br />Policy #1: Criteria Manual Discrepancy Resolution <br />Policy statement: <br />The policy of CWCB is to recommend that govemment entities in Colorado adopt the statewide <br />Manual at their own discretion, wholly or in part, depending on the needs of the adopting agency. Each <br />entity adopting the contents of the statewide manual is responsible for enforcement of the manual <br />within its jurisdictional boundaries. <br /> <br />In the event that conflicts arise between the statewide Manual and other drainage manuals, the manual <br />adopted by the entity that has jurisdiction over the subject area will govem. <br /> <br />Rationale: <br />There are a number of existing criteria manuals throughout Colorado that have been adopted by <br />communities and districts. For example, criteria manuals have been published by the Urban Drainage <br />and Flood Control District (Denver metropolitan area), the City of Fort Collins, and Boulder County. <br />The CWCB and the Committee members are sensitive to the desire oflocaljurisdictions to maintain <br />their way of doing business without having the new statewide Manual supersede their existing <br />manuals. <br /> <br />Implementation: <br />Portions or the entire Manual can be adopted by government entities at their own discretion. Use of <br />the Manual will not be mandated statewide. <br /> <br />Policy #2: New and Reyised Floodplain Delineations <br />Policy Statement: <br />All new and revised floodplain delineation studies within the state of Colorado should be prepared in <br />accordance with the Colorado Water Conservation Board (CWCB) "rules and regulations for the <br />designation and approval of floodplains and of storm or floodwater runoff channels in Colorado". The <br />floodplain delineation criteria presented in the statewide manual are the technical guidelines of the <br />CWCB rules and regulations. <br /> <br />Rationale: <br />This policy reaffums the need for floodplain information to be in conformance with the current "rules <br />and regulations" in order to be designated and approved by the Board. The flexibility of allowing <br />government entities the choice to adopt the Manual does not absolve anyone from adhering to the <br />current requirements. <br /> <br />Implementation: <br />Current and future versions ofthe CWCB's "rules and regulations" must be followed in order for the <br />Board to consider designation and approval of 100-year floodplain information.
