Background
The CWCB has contracted with WRC Engineering for the development of a statewide criteria manual
entitled "Colorado Floodplain and Stormwater Criteria Manual" (Manual). Staff provided the Board
with a project overview at the September 2003 meeting, which included information about the project
goals and objectives, the outline for the Manual, the Technical Advisory Committee (Committee), and
the project schedule.

Proposed Process
CWCB staff and project team members have assumed the following process for completing the
Manual and related tasks:
. Develop draft policies and technical information for the ManuaL
. Present draft policies and technical information to the Committee for review, comment, and
endorsement.
. Present proposed policies to the Board for review and approvaL
. Complete the technical contents of the Manual including all Board approved policy statements.
. Distribute the [mal manual, electronically or otherwise, to communities and interested parties.
. Begin the process of drafting revisions and updates to the CWCB's "Rules and Regulations for
the Designation and Approval of Floodplains and of Storm or Floodwater Channels in
Colorado". (Updated "Rules and Regulations" will incorporate the Manual as a technical
addendum).
. Initiate "Rule Making" and work closely with the Colorado Attorney General's Office and the
Board to revise and update the "Rules and Regulations".

Proposed Policies
The Technical Advisory Committee met on October 29,2003 to discuss progress on the Manual and to
review draft policy statements developed by the CWCB's consultant. Revisions were made to the draft
policies based on input from CWCB staff and the Committee, and staff is presenting 6 policies at this
