<br />~rr. Sparks: We have some representatives here from the Division of <br />\vildlife. <br /> <br />~rr. Kochman: Thank you, Mr. Sparks. My name is Eddie Kochman and I <br />am with the Colorado Division of Wildlife. Just briefly we thought we I <br />might explain to the board what our recommendation is on the Arikaree <br />River. At the request of a number of landowners out there, and also <br />as a result of our own interests, personnel, including myself and <br />Mr. Frank Scharpella (you might want to stand up, Frank) who is the <br />wildlife conservation officer in Wray, and one other individual, <br />~rr. Jim Voelker, also employed in this division, went out on the <br />Arikaree and surveyed the area with the objective of determining the <br />water volume that we would make the recommendation upon to this board <br />under the authority of l48-21-3. <br /> <br />We did come up with a number of recommendations which are before you <br />now of 1 l/2 cfs, 3 l/2 cfs and 7 cfs, which we determined was the <br />minimum required to meet our objectives. We then drafted a letter to <br />~. Sparks making these recommendations. <br /> <br />We feel that the area in question represents probably one of the most <br />unique wildlife areas in Colorado. The only reason it is there is <br />because of the small amount of water available. There are diverse <br />species of wildlife. including white tail deer, mule deer, many nesting <br />species of water fowl and a very large population of Louisiana jumbo <br />frogs. <br /> <br />I would like to advise the board of another thing. This recommendation <br />was made to preserve the natural environment. We made this recommenda- <br />tion based upon this feeling. And as I said before, there are four <br />landowners involved. All of this land is private, controlled by these <br />four individuals. They do concur in our recommendations. These four <br />landowners also have an attorney representing them, ~tr. Callahan from <br />Wray. and I don't think ~. Sparks ever had a copy of this letter, but <br />I did bring one copy which I will give to the board today. I would <br />like to read to you what Mr. Callahan said. This letter was sent <br />Jvlay 22, 1974 to the Division of Wildlife. His COmment was this: "I <br />have reviewed your feasibility report (Which in essence is what you I <br />have) in connection with the above matter, dated May 20, 1974 addressed <br />to ~rr. Felix L. Sparks, Director. I concur entirely with your report <br />and recommendations contained therein. Very sincerely yours, Joseph <br />T. Callahan." <br /> <br />So with that, if the board has any further questions, I would be glad <br />to try and answer them, or if I can't, Mr. Scharpella can. <br /> <br />-32- <br />
