If it hadn't been for your <br />board we probably wouldn't be getting anywhere. We want to thank you <br />for that. I don't know whether Mr. Wren has anything to say, or <br />Mr. Russell. I might say that last winter we went to some extremes to <br />try to get this thing running again. <br /> <br />On the Wyoming side, there has been some talk that maybe Wyoming might <br />.,go ahead and try to build the Savery on their own. We explored it a <br />little bit. We decided to wait this thing out. Mr. Russell had some <br />water rights that he was considering. Part of all that land belongs <br />to him and he was considering maybe trying to go some other route. <br /> <br />,So we do appreciate what you have done. <br /> <br />Mr. Stapleton: Thank you. Kuiper: Mr. Chairman, I don't believe it was mentioned that this <br />is a participating project. <br /> <br />I might make some comments while these things are being passed around. <br />I can remember (I will give away how old I am) back in about 1939 when <br />I went to work for the Bureau of Reclamation, these names were so <br />familiar. We were working on those projects in the Bureau of Reclama- <br />tion back that long and I don't know how much longer before that. <br />There has been a hell of a lot of work that has gone into these proj- <br />ects, long before the time they were authorized for construction. And <br />I think this points up what the lead time on some of these projects <br />really is. I see Dave Crandall back there grinning. He is another old <br />hand in the Bureau, and I am sure he remembers a lot of these projects <br />that were initiated under E. B. Debler and Randy Riter many years ago. <br /> <br />The lead time on these things is tremendous. As one gentleman said, <br />there have been millions of dollars spent on these projects. even <br />before the feasibility report is out. To sacrifice them now to some <br />whim, either Administration or Congress or whatever, without giving <br />some pretty careful thought to them, seems very short-sighted to me. <br />Thank you, Mr. Chairman. <br /> <br />v~.
