<br />I <br /> <br />I <br /> <br />located in southetn Wyoming and northwestenn .ColOrado in the Little <br />Snake River Basin of the Upper Colorado River Basin. <br /> <br />The project was authorized for construction September 2, 1964 as a <br />participating project of the Colorado River Storage Project by Public <br />Law 88-568. This same act also authorized the construction of the <br />Bostwick Park and the Fruitland Mesa projects. The Bostwick Park proj- <br />ect has been essentially completed, but construction has not been <br />initiated on either the Savery-Pot Hook or the Fruitland Mesa. Congress <br />did appropriate $250,000 in 1971, as Mr. Sparks has already told us, <br />to initiate construction, but those funds were impounded. <br /> <br />The definite plan report or preconstruction report was completed in <br />January, 1972, and this year we will complete a report on the salinity <br />impact the project will have on the Colorado River. <br /> <br />The draft environmental statement was completed and distributed in <br />August, 1972, and we plan to complete the final statement this year. <br /> <br />Because the project is essentially ready for construction, we were <br />given permission to initiate contract negotiations with the Little Snake <br />River and the Pot Hook Water Conservancy Districts for project repay- <br />ment. A draft of the proposed contract has been completed and is being <br />reviewed by the district officers. <br /> <br />The Savery-Pot Hook project is included as an integral part of the <br />Colorado State Water Plan and has been supported by the local ranchers, <br />Colorado River Water Conservation District, Colorado Water Conservation <br />Board, and the states of Wyoming and Colorado, and everybody else in <br />the local area. These interests have requested the Administration <br />provide funds in fiscal year 1975 to initiate project construction. <br />Mr. Sparks has told us that the House bill recently approved $300,000 <br />for construction of this project. <br /> <br />The Savery Pot Hook project plan provides for the conversion of lO,940 <br />acres of dryland in Colorado and 6,980 acres in Wyoming to be full <br />service irrigated. It also includes a supplemental supply for 3,640 <br />acres in Colorado and 10,690 acres in Wyoming. <br /> <br />The recreation developments - we have potential here with these reser- <br />voirs, something like 40,000 recreation days has been projected. And <br />as a result of the operation of the project reservoir, flood damage <br />along the Little Snake River will be reduced or eliminated. <br /> <br />There are also substantial undeveloped coal deposits near the project <br /> <br />-27- <br />
