<br />providing a multilevel outlet at the Juniper Dam in order to control <br />the temperature of the water below the dam to enhance stream fishery <br />and help protect a number of fish species that are considered to be <br />rare and endangered. We have heard quite a bit about that this morning. <br /> <br />Pilot Knob Reservoir would also present new recreational opportunities I <br />in the Craig area and would complement the recreational activities at <br />the lower Elkhead Reservoir to be constructed by the Colorado Division <br />of Wildlife on Elkhead Cree]~ downstream from Pilot Knob Reservoir. So <br />we are complementary here. Releases from Pilot Knob Reservoir could <br />be made to maintain a year round flow in Elkhead Creek, thereby main- <br />taining and improving the stream fishery. <br /> <br />Jake has already mentioned that the Lower Yampa project should benefit <br />the green area there with a supplemental water supply. Today late <br />season shortages occur almost every year in the irrigation areas, <br />especially from these areas that obtain their supply from these small <br />unregulated streams. <br /> <br />The alternative plans presented in the project status report were <br />selected through multidisciplinary team efforts, and one alternative <br />was formulated to emphasize the environmental quality. Even though <br />undoubtedly there will be some detrimental environmental impacts caused <br />by project construction, opposition to the development may result from <br />reduced annual flows in the Yampa River and the disturbance of rare <br />and endangered species below the Juniper Damsite and from the inundation <br />of the existing hot springs and river valley within the reservoir basin <br />itself. <br /> <br />The project has not been authorized for construction by Congress and <br />additional studies will be necessary to prepare the project for autho- <br />rization. <br /> <br />Local interests, including this board, the Colorado River Water Con- <br />servation District, the State of Colorado, and many others, have <br />requested that the Administration provide funds in fiscal years 1975 <br />and 1976 and Mr. Sherman has talked about this. If these funds are <br />made available, they will be used to finalize a recommended plan meetingl <br />the needs of the area. <br /> <br />It will also be necessary to complete the Environmental Impact State- <br />ment for the project. This project we will tour this afternoon. <br /> <br />Let's talk a little bit about the Savery-Pot Hook project quickly. <br />Jake has a map showing this project.
