~~Mr. Chairman. members of the Board, in be-
half of the Northern Colorado Water conservancy
District I would merely like to concur with your
Director in thi,s statement that he has made this
morning. Thisls. a proposal made by the Ci ty of
Ft. Collins under the laws of the state to
attempt to acquire a water ri~~ under the adjud-
ication proc~s~es which are available to them..
This is a matter over which this Board has no
jurisdiction: As Mr. Sparks has told you, they
have ",ri,ght to try, if they wish. ~le do not
think either approval or disapproval of this is
a matter of jurisdiction by this Board.

I think it's perfectly fair that Mr. Dugan
ask for 'the comments of the t-later Conservation
Board on the effects that this might have upon
any proposal that hils been made or might be
made in state planning and the memorandum so
comments . ~'1e have commented also in regard to
Mr. Dugan's request on behalf of the Northern
colorad()on the same matter. But I would cer-
tainlythink that in behalf of my bo.ard we would
concurwi~your Director in saying the proposal
on the i:!lcts given here is not a matter of policy
for this Board to determine."
