I, for twenty years, was attorney for <br />the Colorado-Big Thompson Project, Northern Colo- <br />rado Water Conservancy District users, and I'm <br />still an assessment payer and allotment payer and <br />I don't want anything to happen that's going to <br />reduce the amount of water we get under our allot- <br />ment. <br /> <br />I'm inclined to agree with Director Sparks' <br />solution of this problem - that it is a matter <br />for the court, if Ft. Collins wants to get water <br />that way. This Colorado Water Conservation Board <br />is to promote and conserve the waters of the <br />State of Colorado and to increase the irrigation. <br />It is my distinction and pride to have been one <br />of those who was on the steering committee in <br />1937 which put through the three-part legislation <br />creating the Colorado Water Conservation Board to <br />coordinate and promote and conserve the water <br />policies of the State of Colorado, to enable the <br />creation of the Colorado-Big Thompson Project by <br />passing the Water Conservancy District Act, and <br />creating outright the Colorado River Water Con- <br />servation District. <br /> <br />I think the Board has had a very good his- <br />tory and record since then and that the Director <br />has expressed the proper policy of the Board in <br />this matter. But I am not informed about the <br />physical features of this Ft.
