"Thank you, Ben. I've never heard this mat-
ter discussed before. Nobody pays my expenses
any longer. I, for twenty years, was attorney for
the Colorado-Big Thompson Project, Northern Colo-
rado Water Conservancy District users, and I'm
still an assessment payer and allotment payer and
I don't want anything to happen that's going to
reduce the amount of water we get under our allot-
ment.

I'm inclined to agree with Director Sparks'
solution of this problem - that it is a matter
for the court, if Ft. Collins wants to get water
that way. This Colorado Water Conservation Board
is to promote and conserve the waters of the
State of Colorado and to increase the irrigation.
It is my distinction and pride to have been one
of those who was on the steering committee in
1937 which put through the three-part legislation
creating the Colorado Water Conservation Board to
coordinate and promote and conserve the water
policies of the State of Colorado, to enable the
creation of the Colorado-Big Thompson Project by
passing the Water Conservancy District Act, and
creating outright the Colorado River Water Con-
servation District.

I think the Board has had a very good his-
tory and record since then and that the Director
has expressed the proper policy of the Board in
this matter. But I am not informed about the
physical features of this Ft. Collins project at
all.
