<br />- -- <br /> <br />Many conferences have been held between the <br />representatives of the two slopes. An outstand- <br />ing example of cooperation for the development <br />of the water resource is that of the agreement <br />which preceded the authorization of the Colorado- <br />Big Thompson project. Such agreement is incor- <br />porated in what is known as Senate Document 30, <br />75th Congress, First Session. Therein it is pro- <br />vided that, among other things, 'to preserve the <br />vested and future rights in irrigation' there <br />shall be constructed the Green Mountain reservoir <br />with a capacity of l52,000 acre-feet, of which <br />capacity 52,000 acre-feet 'shall be available as <br />a replacement in western Colorado'. The document <br />states that 'assuming full development had ta],en <br />place in the Colorado River Basin and that the <br />Big Thompson project had been in operation the <br />last 35 years' the shortage in the lowest runoff <br />of record would have been 53,000 acre-feet and <br />'accordingly 50,000 acre-feet of Green Mountain <br />storage have been allocated to replacement pur- <br />poses'. The remaining 100,000 acre-feet is to <br />be so released as to maintain a flow of 1,250 <br />second feet at Shoshone during the period April <br />15 to October 15. The maintenance of such a flow <br />at Shoshone assures an adequate supply to satisfy <br />the rights in the Grand Junction area. <br /> <br />Article 27 of the contract between the Secre- <br />tary of the Interior and the Northern Colorado <br />Water Conservancy District relating to the Colo- <br />rado-Big Thompson project provides: <br /> <br />'27~ It is understood and agreed that the <br />Project will be constructed and operated and <br />maintained by the united States and the Dis- <br />trict so that the interests of the vlESTERN <br />SLOPE OF THE CONTINENTAL DIVIDE IN COLORADO <br />will be protected in respect to the several <br />matters and in the manner outlined under the <br />heading "Manner of Operation of Project Facil- <br />ities and AU:l<:iliary Features" in Senate Docu- <br />ment No. 80 of the First Session of the 75th <br />Congress of the United States.' <br /> <br />The Colorado Water Conservation District Act, <br />Chap. 266, Colo.
