<br />.JJJ~ <br /> <br />in Senate Document No. 80, but also other poten- <br />tial development in western Colorado not speci- <br />fically named in said Document, but which were <br />intended to be protected by general provisions <br />of said Document. <br /> <br />.-...---- <br /> <br />For the foregoing reasons, the Colorado <br />River Water Conservation District takes the posi- <br />tion that the provisions of Senate Document No. <br />80 referred to facts under consideration at the <br />time of the proposed authorization of the Colo- <br />rado-Big Thompson Project. Those who authored <br />that Document had in mind, so far as exports from <br />the Colorado Basin were concerned, only the water <br />which was specifically designated to be diverted <br />for the Big Thompson Project by means of said <br />project works. <br /> <br />Adding additional streams and additional <br />sources of supply of water to be exported through <br />the project facilities was certainly not contem- <br />plated by the framers of said Senate Document 80 <br />and we take the position that the proposed ex- <br />panded use of these facilities, if allowed, must <br />inevitably injure western Colorado interests and <br />interfere with future in-basin development. This <br />was certainly the opinion expressed by a former <br />attorney for this Board, the Honorable Jean S. <br />Breitenstein, who in a Colorado Water Conserva- <br />tion Board publication entitled, "Preliminary <br />Memorandum on the Colorado River", dated August <br />3, 1947, presented statements and quotes as fol- <br />lows: <br /> <br />"THE SITUATION AS TO EXPORTATIONS FROM THE BASIN <br />IN COLORADO <br /> <br />The differences of opinion which have arisen <br />from time to time between the east slope and west <br />slope interests in Colorado are well known. The <br />principal questions which have heretofore arisen <br />have developed from the projects of the City of <br />Denver for the use of West slope water, from the <br />Colorado-Big Thompson project, and from the pro- <br />posed Blue-South platte and Gunnison-Arkansas <br />transmountain diversions. <br /> <br />-- <br />
