We <br />hope this will be successful and that it will <br />enable the consummation of a contract between <br />the District at Trinidad and the Bureau of Recla- <br />mation so that we can let a contract early in <br />196~ if possible. <br /> <br />I <br /> <br />With regard to the general investigations <br />program in the Albuquerque District, we have con- <br />tinued our preauthorization planning for the <br />development of the water resources of the Arkansas <br />River Basin in Colorado in cooperation with the <br />other federal agencies and the state agencies. <br />These studies will include the identification of <br />present needs and those anticipated in the <br />future, possible solutions of the problems, and <br />recommendations for improvements, if found feas~ <br />ible, for development in the immediate future. <br />This is not a long-range program. It will con- <br />sider long-range needs but we intend to corne up <br />with a program for construction in the immediate <br />future to solve some of the more critical problems <br />that we know exist in Colorado in the Arkansas <br />River Basin. We propose to have this report com- <br />pleted and submitted by the end of fiscal year <br />1965. <br /> <br />I could elaborate at great length in connec- <br />tion with what we are doing, but I might briefly <br />state that we are in the act, at the present <br />time, of making an economic base survey with <br />respect to the present developments and the trends <br />for future developments in Colorado in the Arkan- <br />sas Basin, with respect to water resources devel- <br />opment. This involves a comprehensive type of <br />study, not a study for flood control solely. It <br />involves studies of other purposes and as I have <br />indicated, it will be done in cooperation with <br />other agencies, state and local people, and will <br />take into consideration the existing conditions <br />on the rivers, including the Fryingpan-Arkansas <br />Project, the work of the Department of Agricul- <br />ture, the work that has been previously done by <br />local interests and the Corps of Engineers in the <br />state.
