the economic data, I would like to state that
Ho\"ard propst of the Governor's office asked me
whether there was some way in which the propor-
tion of the cost to be borne by irrigation inter-
ests might be reduced and the proportion of the I
cost of the others involved be increased. Now
this is a rather important problem, full of some
technicalities of which Howard Propst, as a
former Legisla~or, is certainly very familiar
with. I'm wondering whether we need to know what
the tax-base, in addition to the irrigation
charge, is to be in determining the site selection.
If that be true, then the economic studies would
probably precede the final site selection.

So my question is, will the economic studies
with specific reference to the general tax-base
be required prior to final site selection?"

MR. DUGAN:

"Id like to have Mr. Greer comment on that
point. Mr. Greer."

MR. GREER:

"This remark in there about the economic
study refers to agricultural economics, Dave,
rather than to the economics of the cost of the
reservoir. What we have been trying to avoid is
spending the money for this agricultural economic
study on both sites.

On the tax-base question I don't see how it
quite applies to the agricultural economic study.
Of course, we are trying to determine the area,
the service area. It will probably be different
with one site or the other. And the tax-base in
this service area can hardly be determined until
we know what this area is.

Does that answer, or do you have a more
specific question on that, Dave?"

I

MR. MILLER:

"I'd like to comment only to this extent,
because I know we have a full day, but I believe
it is true that the Bureau of Reclamation requires
a contribution from general taxes over and above
that which is provided by the irrigators or by
the users of domestic water and my feeling is that
you may very well need, in order to make this
