of Greeley to make this meet repayment standards.

As far as I am concerned, I'd like to indi-
cate this problem at this time."

"The only thing I know of to use the tax-base
for is your conservancy district charges, other-
wise the tax-base doesn't enter into the repayment
for the darn."

"1 think maybe to speed this meeting along,
Mr. Miller can get together with Mr. Greer at
some recess of the meeting and maybe this can be
worked out."

"I think, Mr. Chairman, that this kind of a
point is certainly one that should be reviewed by
the Steering Committee with our people so that we
can understand the impact of any such tax-base on
the feasibility of the project. I want to do
everything we can to work out a feasible resolve-
ment there and, of course, cost allocation was
mentioned. As you know, cost allocations are
prepared by methods that have been established
by the Congress and the Bureau of the Budget and
we do have to follow a pretty well defined route
but these details we would be happy to explore."

"Mr. Miller is a member of the Steering Com-
mittee and they'll be meeting, as you know, Fri-
day and I am sure he and Mr. Greer can get
together before that time and explore his question.
