I

I

MR. SMITH:

MR. DUGAN:

MR. JENNINGS:

MR. STAPLETON:

MR. MILLER:

"The operating principles, Mr. Peterson,
provide for an active capacity of not less than
100,000 acre-feet so that 100,000 will be on top
of the dead storage pool. This dead storage
pool is partially for western Colorado's utiliza-
tion of that water because it is necessary to get
the water high enough to divert to the Basalt
Project area."

"Well, that is correct, Mr. Smith. I know
that Mr. Jennings sat in on that meeting with
Mr. Ogilvie on the discussion of this minimum
pool, keeping in mind these operating principles
at all times to make sure that the 100,000 acre-
foot pool was entirely protected in the estab-
lishment of this minimum storage, is it not, Mr.
Jennings?"

"Mr. Dugan, there are a number of considera-
tions on this storage but as I recall the figures,
at 7590, I think there is something less than
3,000 acre-feet of storage. Now, to operate the
Basalt Project, our studies to date indicate that
we must have an elevation of about 7575 at the
outlet works to get the required amount of water
into the Basalt conduit and in turn get that down
to the Missouri Heights Reservoir. That would
require an elevation of about 7580 in the reser-
voir. If the permanent fish pool would be at
7590 that would be about 10 feet in addition to
what we would require to get the water to the
Basalt project.

I don't know whether that matter has been
entirely resolved. I think I wrote to Jim
Ogilvie and gave him my suggestions, recommenda-
tions, on that. As yet I have not heard from
Jim as to how you people are considering it. So
we have, I think, some problems there that have
to be studied and ironed out."

"Any further discussion on that particular
point? Are there any further questions from the
Board on Region 7's report?"

"Mr. Chairman, on the Narrows Unit, the last
of that short statement here, Mr. Dugan refers to
