<br />Applicants arc encouraged to utilizc the Model Water Conservation Plan prepared by the Office <br />and posted on the Board website as a guide in preparing the application and if awarded funding, <br />in preparing the Water Conservation Plan. <br /> <br />c) Timing of Fund Availability- <br />The Water Conservation Plan Development Funds, if available, will becomc availablc on July 1 <br />of each ycar, at which time the Board will entertain applications. The Office will post <br />information regarding the fund availability, as well as the status of applications and awards, on <br />the Board website, updated monthly or as conditions warrant. <br /> <br />d) Application and A ward Timing - <br />Water Conservation Plan Development Funds will be awarded, at a minimum, in two phases over <br />the course of the State's fiscal year, based on fund availability and applicant demand. The first <br />phase of Water Conservation Plan Development Fund awards will be based on applications that <br />arc received between July I and August 3 I of each year. Water Conservation Plan Development <br />Funds awarded to this set of applicants will be committed by the Office or the Board at the <br />November Board Meeting. If sufficient funding is available, the second phase of Water <br />Conservation Plan Development Fund awards will be based on applications that are received <br />between November I and December 31 of each year. Water Conservation Plan Development <br />Funds awarded to this set of applicants will be committed by the Office or the Board at the March <br />Board Meeting, as conditions warrant. Notification of awards will be made in writing within 30 <br />days of the Board associated meeting. <br /> <br />. <br /> <br />e) Application Review and Ranking- <br />Applications will be reviewed by an Applications Committee consisting of Colorado Water <br />Conservation Board staff. The Applications Committee will first dctermine whether applications <br />meet the eligibility requirements specified in the guidelines. The Committee will then evaluate <br />and rank the applications that meet the threshold qualifications, using the evaluation criteria set <br />forth in 2f. Based on this ranking, the Applications Committee will select and award funding <br />proposals for grant amounts under $50,000. A listing of grant proposals that are highly ranked by <br />the Applications Committee and exceed $50,000 will be provided to the Board for review and <br />approval, as appropriate. <br /> <br />t) Application Evaluation Criteria - <br />Applicants that meet the eligibility requirement will be evaluated and ranked based on the <br />following three major evaluation criteria (as reflected in Table I): <br /> <br />i) How likely is the applicant to develop and implement a Water Conservation Plan that <br />meets the intent of the Board (see Section 2) and the Program by increasing meaningful <br />water conservation in the state? <br />ii) Does the applicant organization have the capability to accomplish the proposed work? <br />iii) What other considerations does the applicant have that may influence the Board's <br />decision to award funds? <br /> <br />Other considerations that will be weighed by the Application Committee and/or the Board in <br />awarding Water Conservation Plan Development Funds will include: <br /> <br />. <br /> <br />i) Adequacy, reliability and stability of current and future water supplies <br />ii) Demonstrated financial need <br />iii) Location of the entity with respect to the SWSI recommendations <br /> <br />4 <br />
