It is in fact an entity that is soon to become a covered entity; through the disclosure of its <br />organizational structure, its charter (or equivalent), and its annual retail water demand for <br />the past five years, and a reasonable engineering estimate of future annual retail demand <br />for thc next three years based on population projections, building permits, expected new <br />taps, and/or some other credible information demonstrating that the entity will become a <br />covered cntity within a reasonable period of time. <br /> <br />A written statement from the entity's governing board or equivalent must accompany the <br />application to demonstrate that the entity has the organizational commitment to plan and <br />implement effective long-term water savings measures and programs.. <br /> <br />b) Application Submittal Requirements- <br />To apply for Water Conservation Plan Development 'Funds, any eligible entity may submit an <br />application to thc Office for consideration. Below are the requirements for the application <br />submittal. <br /> <br />L Thc name and contact information of the entity seeking the grant. <br />2. A listing of the organizations and/or individuals including those hired or otherwise <br />retained by the entity that will assist in preparation of the plan, if known. <br />3. The identification of retail water delivery by the covered entity for each of the past five <br />years (in acre-feet or million gallons) [Additional information characterizing past water <br />usc by sector (e.g., residential, commercial, industrial) and source (e.g., surface water, <br />groundwater, etc.) is preferred, but not required]. <br />4. For an entity that is soon to become a cover entity, and a reasonable engineering estimate <br />of future annual retail demand for the next three years based on population projections, <br />building permits, expected new taps, and/or some other credible information <br />demonstrating that the entity will become a covered entity within a reasonable period of <br />time. <br />5. Background characterizing the water system, potential growth and any other pertinent <br />issues that relate to the stated evaluation criteria. Information provided must include: <br />a. Current, and if available, past per capita water use for the last five years and the <br />basis for this calculation <br /> <br />e <br /> <br />b. Past, current and predicted population served by the entity and the source of this <br />information <br />c. Estimated water savings goals to be achieved through implementation of the plan <br />d. Adequacy, stability, and reliability of the entity's water system <br />6. Description of the project plan including a paragraph stating the purpose and primary <br />features of the project and a narrative of the tasks to be performed. <br />7. Proposed project schedule including milestones with dates and end products. <br />8. Listing of all funding sources that the entity will use to develop its Water Conservation <br />Plan (including grant monies, entity funds and/or in-kind services). <br />9. The signature of an individual with the authority to commit the resources of the entity <br />seeking the grant. <br /> <br />All funded projects will be required to provide progress reports to the Board, via the Board staff, <br />at 50% and 95% completion of the Plan.
