<br />Note that preference may be given to those applicants that propose preparing Water <br />Conservation Plans that follow the format and content described in the Office's Model Plan <br />as presented on the CWCB web site. <br /> <br />e <br /> <br />The degree to which an application meets the above evaluation criteria will be determined <br />by utilizing the rating system presented in the attached table - "Water Conservation Plan <br />Development Fund Application Evaluation Criteria". <br /> <br />Projects from qualified applicants will be ranked based on these criteria for the purpose of <br />detennining which projects receive grant funds. <br /> <br />5. Grant Program Administration <br /> <br />a) Publicity and Promotion - <br />The Office, in conjunction with other cooperating entities, will develop a publicity and promotion <br />campaign to stimulate statewide awareness of the Water Conservation Plan Development Fund. <br />This effort will include, but not be limited to: <br /> <br />. CWCB Workshops <br />. Call line for support to entities that are pursuing grants <br />. Posting of the CWCB Modcl Plan <br />. Other resources listed on the CWCB website (www.cwcb.state.co.us) <br /> <br />The Office's efforts will include making water user and municipal and special district groups <br />aware of the Fund, as well as professional groups, to stimulate demand and encourage . <br />applications. <br /> <br />b) Re-Appropriation of Funds - <br />Demand for monies identified by the two phases of grant applications received annually will be <br />used to support a request for the unobligated balancc of the five percent share of the operational <br />account of the Severance Tax Trust Fund in March of each year by the Board. <br /> <br />c) Day-to-day Administration of the Water Conservation Plan Development Fund- <br />Day-to-day Administration of the Water Conservation Plan Development Fund will be handled <br />by the Office and other Board slaff, as necessary. Administration responsibilities of the Office <br />and the CWCB will include: <br /> <br />i) Management and accounting for the moneys in the Fund; <br />ii) Disbursement and tracking of Fund payments to grantees, expenses, and allocations; <br />iii) Notification to successful and unsuccessful applicants of the disposition of their <br />applications; <br />iv) Review of progress and final project reports; <br />v) Fund compliance assurance, including project termination if necessary; <br />vi) Project closeout for each project including, but not limited to, project filing, digitizing <br />and posting of the Final Plan on the Board website, final payment, and determination of <br />level of reimbursement, if appropriate; and <br />vii) Preparation of an annual report to the Board regarding the Water Conservation Plan <br />Development Fund program. <br /> <br />. <br /> <br />5 <br />
