CARUSO: .1 would like to call.yourattention to the Colorado Water <br />Quality Control Commission's proposed standards and stream classifica- <br />tions which I feel could have a significant impact on water develop- <br />ment and water conservation in Colorado in the future. The Water <br />Quality Control Commission is having hearings on January 31 in Grand <br />Junction and on February 6 in Denver. The board hasn't mentioned <br />anything about these standards. It wasn't on the formal program for <br />action. But I think the board might consider officially obliging the <br />staff to evaluate the standards as they affect future development,. <br />and obliging the staff to submit connnents at these hearings. It is: <br />something I don't feel enough people have given their attention to. <br />In fact, I am curious about how many people here have seen these. <br />standards. Relatively few people have seen them or studied them. But <br />it is something that may have a real impact. I can tell you from' <br />following this for about a year and a half, at the' risk of being a <br />cynic, there are people who have been involved in developing these who <br />would just as soon never see you function as a board. They're kind of <br />on the opposite side of the fence. <br /> <br />I think there are still a lot of questions that should be raised and <br />haven't been raised by development~oriented people because they have <br />been preoccupied with other matters. I think there is a need for <br />development agencies to look at them very carefully and see how they <br />might impact the states. <br /> <br />I <br /> <br />I might mention that the Water Congress has filed, as a party, for a . <br />request for party status in this instance on the ground that rather <br />than having standards which are in excess of the EPA standards (and <br />you know the EPAhas a certain sanctity in the water quality business), <br />the commission is proposing standards in some cases which are quite a <br />bit more restrictive than the EPA standards. We are proposing that no <br />standards should exceed EPA standards although the standards may be <br />less than the EPA standards. <br /> <br />I just think that someone should be taking a real close look at it. <br />I am certain from my observations over the past year and a half that. <br />.there are a lot of people who just have absolutely no use for develop- <br />ment of any kind and. would go to the extent of using quality standards <br /> <br />-61- <br />
