By conservation, I mean such water <br />quality procedures that would reduce the amou.nt of flow available for <br />dilution purposes, etc. <br /> <br />MR.. KROEGER: Larry, do you want to comment about what action the board <br />is taking or plans to take on it? <br /> <br />MR.. SPARKS: We have a board member on that commission and we have a <br />staff member who attends the meetings. What. Mr. Caruso says:is <br />exactly correct..:We have to watch them,.but:we are not aware of .any <br />critical problem at this time with them. We have found that the Water' <br />Quality Control Commission is pretty open-minded and they are trying to <br />walk the same tightrope that this board does with such as minimum: <br />streamflows. They are trying to do a job for the people of the state <br />and all types of interests are:represented on that board.: So far, we <br />have had no big .quarrel with them or any reason to be suspicious.of <br />them. .We have pointed out from time to time certain things that:we <br />felt needed. correction and we will continue to do that. <br /> <br />MR.. FETCHER: As a member of the Water Quality Control Commission, I <br />tend to agree with some of. the things that Fred has said. Fred and I. <br />have talked about this matter on many occasions. It is very. true there <br />are some purists on the. board, but I think the board is .well~balanced. <br /> <br />I would say: that we have been discussing these stream standards now <br />for well over a year. We have had oversight hearings in which the: <br />public has participated at length. There are several people in this <br />audience who have been to these hearings. We have been very receptive <br />to changes. And I can foresee. that as a result of the two hearings <br />that are coming up on the 31st and on the 6th, there will be some <br />substantial changes to them. <br /> <br />I think, as Larry said, we have to satisfy a number of interests, and <br />it is a very difficult, complicated problem. <br /> <br />I would say also that the new standards would provide a number of <br />classifications that will be very. suitable to Colorado. For instance, <br />we are providing an agricultural classification, which we do not have <br />at present, in which many of the eastern waters will fall.: <br /> <br />So it's not all bad, Fred. I think we are going to come out of it <br />with something we can live with. <br /> <br />MR.. CARUSO: As a point of clarification, I would like to say, on <br />behalf of the Water Congress, that .we also feel it is. not all bad, .but <br />it's something that is not to be taken for granted.
