an aircraft on standby twenty-four hours a day which also has seeding
capabilities. In the event that ups lope storms do come out of the
Atlantic that contain the moisture and the right temperature,. and so-
on, we will seed those clouds with the aircraft based in Boulder. To
date, not one upslope storm has occurred in Eastern Colorado; there-
fore, no moisture.

I

MR.- FETCHER: That -was some explanation.

MR. SPARKS: :John's people have been driving us crazy. Some say,
"Shut off the generators up here." We have had a number of calls. One
angry rancher said, "I qon't give a damn. I don't ],ike snow." I said,
"I thought you wanted it." He said, "Did you ever-try to feed cattle
in ten feet of snow?" I had to admit that I hadn I t and said,. "Besides
that, r'm-not going to-come up and do it."- (Laughter) -

MR. BALCOMB: I wonder if-any studies have'been made to show that
silver iodide causes cancer.

MR. FISCHER: Why don't-you just leave it off the record, Mr:
Chairman. - (Laughter)

MR. SPARKS: -I would rather not go into that, because aomebody will
certainly come up with that answer. ABa matter of fact, a lady did
call me and: said her son was allergic to silver iodide and asked_ if we
would please stop the.whole process.

MR. KROEGER: Actually, in the Bureau: of Reclamation studies in the
San Juan Mountains, they went into this very thoroughly and I think
they concluded there were no ill-effects even to the son with allergies.
It certainly didn't have any: impact on the little tiny titmouse: that
they have over there, and apparently it- didn I t hurt the forage and :
other things.

MR. SPARKS:-- What kind of mouse was that?

MR. KROEGER: A little mouse. (Laughter)

MR. SPARKS: There is a lot of misconception about silver iodide. I
Silver iodide is a naturally occurring.chemical compound that-is in the
atmosphere all-the time and it occurs in the soil. The background
count of silver iodide in the soil is many times greater_-than the small
amount that we are introducing into the air. It is a substance that
the human race has lived with for-however long the human: race has:
existed:.

MR. KROEGER: Ken, does that answer your question?

-60-
