<br />We do have snowfall in the higher elevations. <br />along the highest points of the mountain range <br />both sides. <br /> <br />This snow occurs right <br />and some of it falls on <br /> <br />I <br /> <br />. <br />The program is a nightmare (laughter) because we are being accused of <br />everything in connection with it. A lady called me last week. She <br />was furious and wanted .to let me know in no uncertain terms that we <br />were causing the high winds in Eastern Colorado and the lack of snow- <br />fall in Denver. I said, "Lady, if you noticed the weather forecasts, <br />they have been fo~ecasting high winds because they originate out of <br />the Pacific Oce~ and they hit the Pac~fic Coast. You have seen how <br />San Diego and Los Angeles have .almost been blown away in some cases.1I <br />She said, "It doesn't make any difference. You're causing a lot of <br />this s tuff. II (Laughter) So there was no sense in arguing with her! <br />any more. Sometimes. I am not '(ery diplomatic either. (Laughter) <br /> <br />MR. KROEGER: I think the record should show that. <br /> <br />MR. SPARKS: So I said, ''well, I just can't 'help you, lady.1I She said, <br />''well, in that case, I'll just have to talk to the Governor.1I I said, <br />IIThat would be a good idea." I'm sure she did call the. Governor. <br /> <br />We are getting a number of calls from the Eastern Plains stating that <br />we are causing the lack of snowfall out there. Nothing could be further <br />from the truth. The fact is that Kastern Colorado gets most of its <br />moisture from the Atlantic and the Gulf of Mexico. Again, we can see <br />the weather pattern moving up by satellite. We simply have not had <br />favorable weather conditions for the heavy 13nowfall this side of the <br />divide. <br /> <br />I <br /> <br />We don't generally consider it worthwhile to put generators on the <br />east side of the mountains. for the reason that the ups19pe conditions <br />rarely exist on the Eastern Slope during the winter months~ We don't <br />get much of an Atlantic influence in the winter months in Eastern <br />Colorado. We get a lot of influence in Eastern Colorado during the <br />spring and summer months when we get torrential rainfalls, all coming <br />out of the Gulf of Mexico and the. Atlantic, In West~rn Colorado, we <br />get two-thirds of all the moisture during the winter. Two-thirds of <br />all the water that falls over there, or abou~, falls in this period <br />shown on that.map--October-April. The reverse is. true in Eastern <br />Colorado. During the period 9f May-September, abou~ two-thirds of all <br />the moisture in Eastern Colorado falls during the summer period. We <br />normally have a few upslope storms in: Eastern Colorado every. year. We <br />know they are coming when we see a lot of snow in Kansas, Oklahoma or <br />in the Texas Panhandle or wherever, and it sometimes extends into <br />-Colorado. We have made provisions for seeding these storms in this <br />area. We installed some generators to take advantage of them. We have <br /> <br />-59- <br />
