SPARKS: Before we break for lunch;. we have one: of o_ur old-timers <br />here who has already been mentioned, Clarence Burr. Clarence was a <br />long-time member of this board, I think from abo~t 1~56 until last <br />year, 1977. That is almost a record as a member of the board. <br />Clarence, .we didn't want you to leave this board without some token of <br />our affection for your long and dedicated se~ice. Will you come <br />forward. <br /> <br />As you know, Clarence was here through the time this m~n~mum stream- <br />flow law was passed. . He .voted "No" on all streamflow recommendations. <br />Of all the people I have known, Clarence is the most consistent. <br />(Laughter). Clarence, in token of YQur dedication to the minimum <br />streamflow law, we have a picture here which has a.caption that reads: <br />"A Minimum Streamflow on .the Dolores River, .presented to Clarence E. <br />Burr in Tribute to His Valiant Efforts on Behalf of Min.imum Streamflow." <br />And here is the minimum stream. (Presenting picture amid laughter and <br />applause). There is a little trickle of water there, Clarence. <br /> <br />MR. BURR: I see. <br /> <br />MR. SPARKS: Maybe it is unkind of us to give you.this. This is that <br />100 second-feet we appropriated 'on the polores. This won't prevent me <br />from fishing, will it, on your property up there in North Park? <br /> <br />MR. BURR: No. <br /> <br />MR. SPARKS: Okay. In that case then, we are going to give you <br />another present.. (Laughter). Clarence has seve~al miles of stream up <br />on the Illinois Creek in North Park which is very fine for fishing. <br />It's posted, but he does let people in there. (Showing picture). <br /> <br />MR. BURR: Isn't this beautiful~ <br /> <br />I <br /> <br />MR. SPARKS: The more serious picture we have reads,. "To Clarence E. <br />Burr for Dedicated Service as a Member of the Colorado Water Conserva- <br />tion Board - 1956-1977." This is a picture of ~he Rainbow Natural <br />Bridge. It is symbolic of some of the bitter fights that we have had <br />on the Colorado River. This was the subject of extensive litigation <br />with various environmental organizations who were .trying to keep the <br />water from encroaching up to the bridge. The water is there, as you <br />see. This is particularly symbolic because of the several trips we <br />took down there during the construction of Glen Canyon Dam. Clarence <br />Burr was a member of the board and took those trips. The board <br />'members, on at least two or three occasions, actually climbed the <br />trail up the Rainbow Bridge.
