SPARKS: As with other information, the board will take that letter
into consideration at such time as the board considers the final rec-
ommendations. . If we have other comments, criticisms or suggestions,
whether or not they are voiced at this board meeting, if we know about
them prior to the next board meeting, they will be fully considered.

MR.. SHERMAN: George, I wanted to just briefly respond to your statement,
because I was sent a newspaper article that reported the discussion
that took place at the meeting in Eagle County. From my reading of that
newspaper article, I think there were a number of misconceptions as to
how this minimum streamflow. program works. I hope between now and the
time the board meets at its next session that the county commissioners,
planners, members of the Chamber of Commerce, and others might have a
chance to visit with Mr. Sparks and his staff and go over the specifics
of how this program works.

Secondly, I think that this board has clearly been on record many times
as being a strong defender of the state's agricultural economy. I
think we have had excellent success in balancing agricultural and en-
vironmental concerns where both could coexist together without compe-
tition with each other. I think that this program has been very
successful in that respect.

And to you, Rolly Fischer, I can only say that we are well aware of
the lawsuit. The. department has set its budget for .1978 .and made
recommendations to the legislature that it include a continuation of
this program, because we believe in this program. We will watch with
interest the judicial resolution of the decision.

I

MR.. GATES: I don't think the county commissioners were criticizing.
you as you may have taken it. . I think what they wanted was to really
get a definite understanding as to what the end results would be. That
is why they voiced their concern. I don't think they were directly
criticizing you.

MR. KROEGER: Duane, as I understand that, you and your group and the

-31-
