down to the specific appropriations, we are willing to do everyt~ing
humanly possible to consult and confer with people in Eagle County to
the end that. we can arrive at, some satisfactory arrangements. This we
will continue to do until the final day that this board cpnsiders
these. appropriations. But we must have specific recommendations. We
can I t. suspend activities in Eagle County. We have already enumerate.d I
some changes that have been made in this proposed list as a,result of
conferences held. Our staff is ready at any time, and the staff of
the Division of Wildlife is ready at any time, to go to Eagle County
to discuss any of these recommendations with the people there. We are
willing to make changes to conform to reas9naple !lPp:ropriat~ons as we
have already done. However, it is pointless to argue about the merits
of minimum streamflows in this forum. At t]:1is time, that is~ue has
been determined by the proper body-~theoCoIQrado General Assembly.

A letter has been submitted to the board which is in YO~r folde~s and
which LwilL read, as follows:

"Dear Mr. Sparks:

The signatures below represent a small portiOn of people in Eagle
County that are in support of minimum stream flows or. in-stream flows ,.
as recommended by the ~oloradQ Division of Wildlife. Becaus~ of the
date .and location of .the .Color.ado Wat.er Boa,rd me,eting, we, a,re unable
to- attend to voice .our support of, the in-s.t.ream flow.s. : We would h,ope
that you :and the boar.d take, our thoughts into consideration durip.g your
deliberations.

Fishing :and 'recreation ass.ociated with, it has been recognized as an.
important resource and industry in Eagle County. The importance of it
is high enough that Eagle C~unty should be endeavoring ~o pres~~e,
and if possible ,. .enhance this fragile resource. ,

During the past two years Eagle County has ~een w.orkingon a Water
Quality Mas.ter .Plan .(208 Water Program). . Since this work has been
started, the concept of minimum stream flows'has become a priority
item. Eagle County residents have. consistently identified minimum
stream flows .as an important concern.

We do not
mended ~y
should be

feel that a blanket opposition to
some groups or people, is proper.
reviewed on its merits and decided

mJ.nJ.mum flows, as
Each indhriqual
upon.

recom-
:t;low

I

The Division of Wildlife has qeveloped their in-stream flows based on
data that we support. . We feel opposition .to any of t;h,ese recommenda-
tions should also. be based on facts. and data rather than emotion a~d

.-30-
