<br />191 <br /> <br />Power Production <br /> <br />1 <br /> <br />To assist in financing the project and to generate firm energy <br />needed in the Arkansas Valley, the project contemplates a system of power <br />conduits and power plants located in the upper Arkansas Valley to develop <br />the power head between the outlet of the Frying Pan~rkansas l'uiIDe;t and <br />SaJ.ida. The successful operation of this' power system requires the with- <br />holding of certain quantities of storage for poVIer purposes at the end of <br />the irrigation season in the Sugar Loaf and Twin Lakes Reservoirs in order <br />to insure the availability of water for firm ~ler production in the winter <br />months. Storage so released is to be re-regulated in the Pueblo Reservoir <br />and exchanged during the following season for storage in the upstream <br />reservoirs. Through appropriate resolutions the irrigators in the Arkansas <br />Valley have expressed their willingness to pennit the accumulation of the <br />necessary operating pool for power purposes during the ear1;y stages of the <br />project and have agreed to subordinate irrigation righ);s in project storage <br />to the extent necessary to insure the production of firm power. Studies by <br />the Engineering Subcommittee have indicated that 135,000 acre-feet of <br />storage capacity is necessary to be reserved in perpetuity as an operating <br />pool to permit firm power production. Studies by that Subcommittee show <br />that a'firm power' production of 400,000,000 kilowatt-hours annuaJ.ly can <br />be secured, with a maximum shortage in one 12-month J:eriod of about 25%. <br />Secondary power averaging approximately 100,000,000 kilowatt-hours annuaJ.1;y <br />will be available. These conclusions are based on the assumption that <br />outages during the winter period will not be serious. <br /> <br />Uses of Water for Municipal Purposes <br /> <br />The 1948 draft of report contemplated the use of 5,700 acre-feet <br />of project water for municiJ:al purposes. Studies by the Committee indicate <br />that potential uses for municipal purposes would. be approximately as follows: <br /> <br />Location . Innnediate Need .
