<br />192 <br /> <br />The Committee recognized that the final amount of water to be <br />allocated to municipal purposes cannot be determined in advance of the <br />project authorization and the negotiation of appropriate contracts with <br />various municipalities involved. However, the Committee does recommend <br />that as much water as possible consistent with the economic feasibility <br />of the project should be earmarked for present and future domestic and <br />municipal supplies and purposes. The Committee agreed that the suggested <br />figure for municipal purposes of 11,000 acre-feet (including 2,000 acre- <br />feet of Wurtz Ditch water for Pueblo) shown in the special report of <br />September 1949 is more clearly representative of a proper aUocation to <br />municipal purposes for immediate needs than the 5,100 acre-feet sh?WD in <br />the 1948 draft of report. <br /> <br />I <br /> <br />Following discussion of the inclusion in the project of a central <br />water treatment plant for municipal water and a valley pipe line to convey <br />municipal water to the Valley towns, the Committee agrees that the Bureau <br />of Reclamation should contemplate construction of water treatment plants <br />as part of'the project, and the Committee is in agreement that the valley <br />pipe line and water treatment plant to convey municipal water to the various <br />Valley towns should be included as part of the project works with the cost <br />of such pipe line to be allocated,to'municipal purposes. <br /> <br />Provision of Replacement Reservoir <br /> <br />The Committee is in agreement that replacement storage should be <br />provided at the Aspen Reservoir site located on the Roaring Fork about one <br />mile upstream from Aspen. Studies by the Engineering Advisory Subcommittee, <br />as presented in its report dated July' 16, 1949, and made a part of the <br />minutes of the July 21, 1949 meeting held at Glenwood Springs, Colorado, <br />sha. that a"l active capacity of 2~,000 acre-feet should be provided at <br />the Aspen Reservoir site. A part of such capacity in excess of replace- <br />ment requirements would be available for future use in meeting demands in <br />Western Colorado. It was agreed that the total cost of the proposed kspen- <br />Reservoir estimated at &1,000,000, should be included in the construction <br />costs of the exportation project, but at this time the Committee has not <br />resolved the policy question as to the manner of payment for the active <br />capacity in Aspen Reservoir not needed for replacement purposes. A special <br />subcommittee appointed to draft rules of operation so far as it pertains <br />to West Slope - East Slope relationship was asked to consider this problem. <br />The adopted policy of the'state on this question will be made available to <br />the Bureau prior to the authorization of the project. <br /> <br />Preservation of Fish 'and Wildlife <br /> <br />I <br /> <br />The Committee considered comments from representatives of Federal <br />Fish and Wildlife Service and the State Game and Fish Commission with <br />respect to the maintenance of stream flows in the 'Frying Pan River at the <br />collection conduit and at Norrie below the junction of North Fork. The <br />Committee adopts the tentative schedule ,of flows shown in the report of <br />the Engineering Advisory Subcommittee crated December 30, 1949, as it is <br />understood that the Fish and Wildlife Service and the State Game and Fish <br />Commission are in agreement with the schedule of minimum average flows <br />described therein. <br />
