It was further agreed <br />tha t action on the initial phase of the Gunnison-Arkansas Froject will in <br />no manner be construed as a commitment for action on a second phase of the <br />'Gunnison-Arkansas Project or the potential Blue-South Flatte Project. <br /> <br />I <br /> <br />Two members of the Committee, Messrs. Delaney and White, take the <br />finn position that to implement this understanding and to avoid any impli- <br />cation from the title of the project that this diversion is l:A.tt a stage of <br />, a larger development, the name of the project should be changed to, <br />"The Roaring Fork-:-Arkansas Project" or "The Frying Pan-Arkansas Project." <br />This point was discussed at length in Committee deliberations but no fonnal <br />action was taken thereon. Messrs. Delaney and White have requested that <br />these comments contain a statement of their position on this poi~t. <br /> <br />In line with this thought, it is noted that the discussion on <br />Pages 58 through &J of the special reportdlated September 1949 concerning <br />plans for future expansion of the initial phase development by diversion <br />from other tributaries of ,the Roaring Fork River and from the Gunnison <br />River was deSCribed. To carry out the recommendations of this Committee <br />in this regard, it is recoDDIlended that the discussion shown on these pages <br />be d~leted from the final draft of report. <br /> <br />Relationship to Green Mountain Reservoir <br /> <br />At the meeting held January 6, 1949, in Grand Junction, Colorado, <br />the Committee passed a resolution to the effect that the benefits and rights <br />of the Western Slope in the Green MoU+j.tain Reservoir of the Colorado-Big <br />Thompson Project as defined in Senate Document 80 (75th Congress, 1st Session) <br />shall not be impaired by the Initial Phase of the Gunnison..Arkansas Project. <br /> <br />More Efficient Use oj!' Arkansas River Water <br /> <br />Review of your reports discloses the fact that in the winter months <br />part of the Arkansas Hi ver streamflow is diverted to irrigated lands in the <br />valley. The tentative plans for the project contemplate the provision of <br />storage capacity that can be used in many years to regulate such winter <br />diversions for more efficient use during the irrigation season. This <br />matter was discussed with the various Arkansas Valley interests and as <br />evidenced by appropriate resolutions, the people in the Arkansas Valle.y <br />have expressed a willingness to execute the necessary agreements to pennit <br />the more efficient use of water now "being diverted to their lands in the <br />winter months by storing such water in the Pueblo Reservoir. <br /> <br />I <br /> <br />Similar resolutions were adopted by the local interests with <br />respect to the storage, where possible, in project reserv:oirs in lieu of <br />-inland reservoirs Vihich have large evaporating areas. <br /> <br />The ~ommittee agrees that the arrangements to secure more efficient <br />use of Arkansas River water and of nood waters to 'the extent tha.t the.y can <br />be conserved are desirable and recommends that the project be planned to <br />attain these objectives. It was recognized that agreements will need be <br />executed to effectuate these uses. <br />
