<br />To 'facilitate its review of the report, the Committee appointed an
<br />Engineering Advisory Subcommittee to study and consider the various engineering
<br />aspects of the Bureau report. The Conmiittee has reviewed and accepted two re-
<br />I?orts from such Subcommittee. The Subcommittee consists of Royce J. Tipton,
<br />"'onsulting Engineer, Colorado Water Conservation 'Board, Chairman; Frank C.
<br />Merriell, Secretary-Engineer, Colorado River Water Conservation District Board,
<br />Grand Junction, Colorado; R. M. Gildersleeve, Chief Engineer, Colorado Water
<br />Conservation board; C. H. Jex, Area Engineer, Bureau of Reclamation, Grand
<br />Junction, Colorado; Ben F. Powell, Area Engineer, Bureau of Reclamation,
<br />Pueblo, Colorado; and J. R. Riter, Head of DiYision of Hydrology, 1Branch of
<br />Project Planning of the Bureau of Reclamation, Denver, Colorado.

<br />The Policy and Review Committee was organized and held its first
<br />meeting on November 24, 1948. It has met on the average of once eveI}' sixty
<br />days since its work was started. At such meetings, reports of the Engineering
<br />Advisory Subcommittee were considered, as well as a draft of a special report
<br />of Region 7, Bureau of Reclaination, on the prOject, dated September 1949,
<br />which incorporated changes made in the June 1948 draft of report due to studies
<br />conducted subsequently by the Bureau. In the periods betvleen meetings, engineers
<br />on the staff of the Stilte Water Board', Bureau Engineers, and Frank Merriell,
<br />Engineer for the Colorado River Conservation .District Board, made extensive
<br />reviews of the Bureau report on the project and of various engineering questions
<br />"Wliich arose. The Committee considered extensively various questions of policy.
<br />Minutes of the meetings of the COlllllJittee and the reports of the Engineering
<br />Advisory Subcommittee are available in the office of the Water Board.

<br />On January 24, 1950, as a result of action taken by the Conunittee, -
<br />Clifford H. Stone, Chairman of the Conunittee, transmitted tp Avery A. Batson,
<br />Director of Region 7, Bureau of Reclamation, a letter marked "Exhibi tAli ,
<br />which is made a ):art of this report. A review of this letter will indicate
<br />that the Committee had reached certain tentative conclusions when the letter
<br />was written. The letter was transmitted to the Regional Office of the Bureau.
<br />of Reclamation in order to enable that office to revise its report in keeping
<br />with the views and recolllllJendations contained in the letter.. It was pointed out
<br />that certain questions affecting project operation and the principles which
<br />carried out the policies of the State respecting the exportation of water from
<br />the natural basin of the' Colorado River in'Colorado, remained to be fonnulated
<br />and considered by the Policy and Review Committee; and~it was explained that
<br />such policies and principles would be submitted to the fureau in due course.

<br />At the January meeting of the Conunittee, a Drafting Subcommittee was
<br />appointed, consisting of Jean S. Breitenstein, Attorney for the Colorado Water
<br />Conservation Board, Chairman; Harold H. Christy, representing the Arkansas
<br />Valley; Frank C. Delaney, representing Western Colorado; Cleland Feast, repre-
<br />senting the Colorado Game and Fish Conunission; and Ben F. POW-ell, representing
<br />the Bureau of Reclamation. This Drafting Subcommittee held several meetings
<br />and on the 14th day of April, 1950, submitted to the Policy and Review Committee
<br />its report.
