<br />187 <br /> <br />'. <br /> <br />I <br /> <br />The Folicy and Review COIIIlIlittee, on June 7-8, 1950, met for the purpose <br />of considering the report of the Drafting Subcommittee. During that two day <br />period, a number of amendments to the operating principles, recommended by the _ <br />Drafting Subcommittee, were made. As amended, the report of the Drafting Sub-, ' <br />committee was unanimously adopted by the Policy and Review Committee. Thus, this <br />amended report of the Drafting Subcommittee becomes and is hereby submitted as a <br />part of this report of the Policy and lieview Committee to the Colorado Water <br />Conservation Board. There is attached hereto and marked "Exhibit B" such report <br />of the Drafting Subcommittee as amended. <br /> <br />-- It is understood that the Policy and Review Committee was set up to <br />advise and make recommendations to the Colorado Water Conservation Board with <br />respect to the first phase of the proposed Gunnison-Arkansas Project. Aside <br />from providing machinery for effective review of the preliminary draft of the <br />Bureau of Reclamation report on this project, such procedure was designed to <br />effectuate an acceptable arrangement and agreement between Eastern and Western <br />Colorado for the exportation of water from the natural basin of the Colorado <br />River by this particular project; and it envisioned the application of the prin- <br />Ciple, adopted in COlorado, of protecting the present and potential uses of <br />Colorado River water in the natural basin in Colorado in relation to a proposed <br />Federal Exportation Project. It is further understood that comments of the <br />State of Colorado with respect to this particular project would not become <br />effective for submission to Region 7 of the Bureau of Reclamation until final <br />action has been taken on the matter by the Colorado Water Conservation Board. <br />If the report of the Policy and Review Committee is approved by the Colorado <br />Water Conservation Board or approved with certain amendments, then it will be- <br />come the official, infonnal State cOllllllents on this project to Region 7 of the <br />Bureau of Reclamation. After submission by Region 7 of its report to the <br />Commissioner of the Bureau and the Secretary of the Interior, the report on this <br />particular project in its final form will again be referred to Colorado and the <br />other six States in the Colorado River Basin for final comments. <br /> <br />The Policy and Review Committee recommends to the Colorado Water <br />Conservation Board the approval of informal comments on the first stage of the <br />proposed Gunnison-Arkansas Project to Region 7 of the Bureau of Reclamation on <br />basis of the report here submitted. <br /> <br />Respectfully submitted, <br /> <br />/s/ Clifford H.
