<br />-185 <br /> <br />The Director submitted a mimeographed document labeled "Report of the <br />Policy and Review Committee (First Fhase Gunnison-Arkansas Project) ", dated June <br />15, 1950, which he suggested be included in the record of the meeting. The mimeo- <br />graphed material consisted of three sections, as follows, (1) Report of the Policy <br />and Review Committee, signed by Clifford H. Stone as chairman, (2) Appendix "A", <br />Letter of Recommendations, dated January 24, 1950, arid (J) Appendix "B", Text of <br />Proposed Principles of Operation. <br /> <br />I <br /> <br />Text of these materials is as follows: <br /> <br />Report of Policy and Review Conimittee <br />on First Stage of <br />Proposed Gunnison-Arkansas'Project <br /> <br />June 14, 1950 <br /> <br />To: The Colorado Water Conservation Board <br /> <br />On September 1, 1948, the Director of Region 7, Bureau of Reclamation, <br />transmitted to the Governor of Colorado copies of a preliminary draft of a planning <br />report, with accompanying appendices, dated June 1948, on the first stage of the <br />proposed Gunnison-Arkansas Froject, Colorado. The Director of Region 7 requested <br />the State to review the report in its preliminary draft form and sul:Jni't informal <br />comments for consideration in the preparation of a report on such project in final <br />form for transmittal to the Commissioner of Reclamation and the Secretary of the <br />Interior. <br /> <br />Such report was referred to the Office of the Colorado Water Conservation, <br />Board. This Board, on September 28, 1948, in respect to such request of the Di- <br />rector of Region 7, took the follcming action: <br /> <br />--~ <br /> <br />lilt was moved by Mr. Beaty, and dUly seconded, that the <br />Board authorize the creation of a Policy and Review Committee <br />for study of the Interim Report on the first stage of the pro- <br />posed Gunnison-Arkansas Project, and that such Committee be com- <br />posed of two representatives from the Arkansas Valley, two repre- <br />sentatives of the area in Western Colorado affected by the proposed <br />diversion program, two representatives of the Colorado Water Con- <br />servation Board designated as Director Stone and R. J. Tipton, <br />Consulting Engineer, and one representative of the City of Colorado <br />Springs; and further that John Beaty be responsible for securing the <br />'appointment of the Arkansas River Valley representatives and Director <br />Stone arrange for the awointment of representatives for Western <br />Colorado; that such cOllllllittee report from time to time to the <br />Colorado Water Conservation Board so that the Board may formulate <br />its final comments for submission to'the Bureau of Reclamation on <br />such proposed project development; and that such committee from <br />time to time meet With representatives of the Bureau of Reclamation." <br /> <br />The Policy and Review Committee, after appointments thereto had been com- <br />pleted, consisted of Clifford H. stone, Director of the Colorado Water Conservation <br />Board, Chairman; Royce J. Tipton, Consulting Engineer of the Board; Frank C. De- <br />laney and Judge Hume S. White, representing Western Colorado; Harold H. Christy and <br />Charles J. Beise, representing the Arkansas Valley; Fredri:ck T. Henry, representing <br />Colorado Springs (previously the City Manager of Colorado Springs served on the <br />Committee); and Cleland Feast, Commissioner of the Colorado Game and Fish Commis- <br />sion (Feast was added to the Committee when it became evident that fish and sild- <br />life features were involved in the proposed project.) <br />
