<br /> <br />Attorney General Rogers announced ,that arrangements were <br />being made to provide for the payment of the State Engineer's report for <br />1935-:;6. The matter was left in the hands of the Attorney General for <br />further report. <br /> <br />Direotor Stone oalled attention to the survey being _de on <br />the Colorado River Great Basin -transmounta.in diversion projeot taking <br />water from the Green River in Wyoming and the Yem.pa. River in Colorado. <br />Direotor Stone oalled attention to a bill introduoed by Senator King of <br />Utah and Congressman Robinson of Utah providing for authoriJation of <br />survey and appropriation of $75.000.00 to oarry on this survey and <br />explained the oonditions Ul1der whioh the present survey was being made. <br />He suggested that the Board take' some aotion with respeot to an <br />llJll8ndm.ent to suoh proposed legislation proTidi:ng for the protection 01' <br />present and prospeotive uses 01' water in the Colorado River Basin in <br />Colorado. <br /> <br />Mr. Smith and Miss Pointer were designated to draft a <br />resolution and proposed the i'ol1owing: <br /> <br />RESOLUTION <br /> <br />BE IT RESOLVED tha-t in all oases of inters-tate transmountain <br />diversion affeoting the State of Colorado. there should be reoognized <br />oertain prinoiples already established. to-wit: (1) that ~ diversion <br />is subjeot to the division of waters between the four Upper Basin <br />States under the terms of the Colorado River Compaot, and (2) that the <br />Basin from whioh the water is to be exported, together with aD:1 other <br />Basin within the SllJIle state, to whioh suoh water might reasonably be <br />transported, must be f'ully protected in its present am future use of <br />water before suoh interstate exportation be made, and that in order to oarry <br />out these prinoiples the Direotor of the Colorado Water Conservation Board <br />be IlUthorized to insist upon the amendment of the title to Senate Bill 3034 <br />proposed by Senator King of Utah, and H. R. 7765 proposed by Congres~ <br />Robinson of Utah. to inolude substantially the following language: <br /> <br />(a) To be inserted af-ter the word. "inolude'" and before the <br />word "dams"', in the 5th line of the title: <br /> <br />"s1lOh struotures as will tully proteot the present and future <br />use of water in the Basins of the Yampa, Green and ColoradO rive" aM <br />such Basins within the State of Colorado to whioh their _ters mlght rea.sona.bly <br />be transported, and also suoh" <br /> <br />(b) To be inserted after the word "rivers" and before the word <br />Itprovides'" in the 9th line of said title: <br /> <br />"subjeot always to the division be1;ween the four Upper Basin <br />states of the waters of -the Colorado River, -under the provisions of the <br />Colorado River Compaot." - <br /> <br />BE IT FURTHER RESOLVED that our Direotor be authorized to insist <br />that provisions oonsistent with the amendments eb ove suggested be inoluded <br />in the body of the above numbered Aot. <br /> <br />After further disoussion the resolution was duly passed, <br />adopted and ep proved. <br /> <br />
