Mr. Patterson's reme,rks are extended in the <br />full reJort to which reference is here made. <br /> <br />Mr. R. J. Tipton, Engineering Consultant of the Boerd, then discussed <br />the question inder consideration. He stated that he wanted to stress the <br />uesirE.bility of extensive studies in order that a coordinated program of <br />development might be had eliminating the conflicts between the various <br />interests and seeing that the greatest good is done along the line suggested <br />by Mr. Patterson, He further stressed the great lack of basic data. Bureau of Agricultural Engineering, <br />Be:ckeley, Cdifornia, then ciiscussed the Soil Conservation Program in relation <br />to existing water rights. Mr. Hutchins m5.de a very enlightening statement 2nd <br />appears in the full report of the remarks made at the meeting. <br /> <br />:-:1 <br /> <br />. <br />this" <br />" <br /> <br />w~. ~5.lcolm Lindsey, Attorney for the City end County of Denver, then reed <br />a paper presenting a splendid consideration of the question of possible conflicts <br />between the soil erosion progrc::.lli and the use and utiliz5tion of .5urfece haters. <br />This paper appears as a part of the full report of the meeting. ~Ster the <br />reading of Mr. Lindsey's paper, considerable discussion followed. <br /> <br />Judge A, W. McHendrie of Pueblo then presented an enlightening paper on <br />the law of Colorado with respect to the utilization and development of under- <br />ground waters. This DaDer appeers es a part of the full report of the meeting. <br />A number of questions Viere asked following the reeding of this paper and much <br />discussion too~ place. <br /> <br />Mr. Stone suggested the advisability of a legal study being made by the <br />Board and the water Committee of the Colorado Ber Association on the question <br />of proposed regulation of pumping. It WteS pointed out that unless this is done, <br />inadvisable legislation might be presented at a session of the legislature <br />which would not have the necessary background of study and investigation. <br /> <br />J. H, Griffin of the Federal Land Benk was c5.11ed upon. He stated that <br />the Federal Lend Bank is ffieking no loans on pumping plants where that is the <br />only source of W5.ter supply. He expressed the opinion that the Soil <br />Conservation and Flood Control Program could be worKed out by cooperetion <br />of tei.l units who are interested in the question. He further expressed the <br />opinion thet sooner or lcter there would be a "show down" on pUlnping <br />supp::'ies end the sooner it comes the better we will all be, but scid that <br />he reelized the )roblem requires 8 greet deal of study. <br /> <br /> <br />ldjournnent until ~ednesday November 17, 1937 at 10:00 o'clock in <br />the Dorning. <br /> <br />
