<br />In 1998 the State Engineer's Office restricted the storage height of the reservoir to be 9-ft. below the crest of
<br />the dam, reducing the storage capacity from 230 acre,ft. to 120 acre-ft. The storage restriction was due to excessive
<br />seepage and the poor condition of the spillway, Harrison Western Construction, and designlbuild group out of _
<br />Denver, Colorado, was retained by the Town to design and construct the necessary improvements to restore the dam to_
<br />its original storage capacity of230 acre-feet. The proposed improvements include, constructing a compacted earthfill
<br />liner on the upstream slope of the reservoir and floor, construct new toe drains, raise the embankment dam crest by
<br />2.5-ft., place rip rap and liner protection material above the earthfillliner, spillway repairs, and fill the old borrow pit
<br />within the reservoir. Harrison Western Construction has commenced construction in rehabilitating the dam face and
<br />will continue working as weather permits, Project is anticipated to be completed in the Fall of 2002,

<br />This project is the rehabilitation of Foothills Reservoir dam, located west of Longmont in Boulder County,
<br />The dam has an inadequate spillway and severe seepage through the embankment and has had a storage restriction
<br />placed on it by the State Engineer. Smith Geotechnical Engineering Consultants of Fort Collins Colorado prepared the
<br />final design plans and specifications, The proposed improvements include a new spillway, a sand filter blanket along
<br />the downstream face of the dam, a perimeter toe drain with flow measuring devices, rip rap placement along the
<br />upstream face of the dam, and reconstructing the dam cres!. The project was awarded to Zak Dirt, out of Longmont,
<br />Colorado, who commenced construction in December of 2000 and is approximately 99% complete, The project is
<br />anticipated to be completed by February of2002,

<br />The existing Laramie/Poudre Tunnel is approximately2 miles in length, diverting water directly from the
<br />Laramie River and discharging it into Poudre River at a point ~pproximately 60 miles west of Fort Collins, On May
<br />28,2000, a 400-fl. section of the tunnel collapsed, leaving the tunnel inoperable, The proposed project involves the
<br />construction of new access roads and staging areas at both end~ ofthe tunnel and the repair of the failed tunnel area, at
<br />an estimated cost of $3,200,000. Rocky Mountain Consultant~, Longmont, Colorado, has completed the final design
<br />and will be monitoring the project during construction, Robison Construction, Inc" (RCI) the Contractor, commenced
<br />construction in December of2000, and is tentatively scheduled to be complete in March of2002, The project is
<br />currently 85% complete,

<br />In 1995 the Windsor Reservoir and Canal Company retained the services of Smith Geotechnical to evaluate
<br />the current condition of their 25 miles of canal and 6 reservoirs, Smith Geotechnical identified approximately
<br />$3,400,000 in recommended improvements, with a proposed design and construction time frame of IS-years, The
<br />projects identified consisted of the Poudre Valley Canal, CobbjLake Pipeline and Outlet/Inlet Structures, Windsor
<br />Reservoir No.8, Annex No.8 and Elder Reservoir Outlet Structure. The Poudre Valley Canal and the Cobb Lake _
<br />improvements have been designed and constructed, The desiltn on Annex No.8 and Windsor No.8 are currently _
<br />underway, The construction of Elder Reservoir commenced in: May of 200 I, constructed by Zak Dirt, from Longmont,
<br />CO. Elder Reservoir is tentatively scheduled to be completed by February of2002.
