.

Budget Update: We have tried to keep you apprised of activities at the Joint Budget Committee regarding
our budget and proposals to redirect Severance Tax funds we receive to the General Fund,

The latest development is a staff proposal to refinance the entire General Fund portion of the Administrative
subsection with Construction Funds, This amounts to another $1,2 million impact to the Fund, We will
supply you with a spreadsheet evaluating the possible cumulative impacts proposed actions could have,

Thus far, the actions appear to be:

. Divert one,half ofthe Perpetual Base Account to the General Fund (FY 02,03) ;

. Cap Operational Account expenditures (permanently beginning in FY 02,03);

. Replace General Funds with Construction Funds (FY 02,03);

. Supplemental requests by the SEO and the Attorney General for funds for litigation (FY 01,02);

Potential Internship Program: I met with Dr. Robert Ward from the CSU Water Resources Research
Institute about a potential internship program in 2002, At Dr. Ward's suggestion, each Section is submitting
concepts for projects that would require the services of a senior engineering graduate student.

The concepts would be reviewed and evaluated between January and March, Proposals would then be
submitted in the Spring and the students hired will work for us during the summer. We will continue to keep
you apprised of this effort.

Personnel Update: We have hired Brad Lundahl to be the new Director of the Conservation and Drought
Planning Section. Brad was a DNR Assistant Director. Before that he worked for the Arizona State Land
Board at the Arizona State Legislature.

We have also hired Bruce Johnson to be our new engineer in the Water Supply Planning and Finance
Section, He lives in Longmont. He serves on a ditch board, has a Masters Degree in Public Administration,
and previously worked in municipal and county government as well as in the private sector.

##

.

e

15
