<br />The Ground Water contract (HRS Water Consultants) is approximately 80 percent finished. Completed field <br />investigations include the installation of 15 wells into the confined aquifer with accompanying pumping <br />tests; documentation is available on the web site. Steady! state and average monthly ground water modeling . <br />are mostly complete, with model development documentation available on the web. Major tasks remaining <br />include (a) updating the hydrogeologic database and previous modeling with new aquifer parameter values <br />and (b) implementation of a fully transient monthly model. <br /> <br />San Juan and Dolores River Issues <br /> <br />Navajo Reservoir Environmental Impact Statement: Staff has been participating with Reclamation and <br />others as a cooperating agency in the preparation of this EIS. The purpose of this EIS is to allow Navajo <br />, <br />Reservoir to be re-operated in a manner that will meet the San Juan River Flow Recommendations, A <br />meeting was held on November 2810 review the first preliminary draft of the EIS. The goal is release a draft <br />EIS for public review and comment this summer. Completion ofthe EIS is required in order to satisfY the <br />ALP environmental commitments, We also received a copy of the low flow report concerning the low flow <br />tests conducted in July 2001, The report shows some minor shortages to 3 diversions caused by dropping the <br />minimum release out of Navajo to 250 cfs, Also, the U.s. Army Corps of Engineers has issued a statement <br />indicating that releases out of Navajo reservoir should be! limited to 5,000 cfs except during major flooding <br />events, <br /> <br />Yampa River ~asin Issues <br /> <br />Elkhead & Yampa River Management Plan: Dan Birch reported that things went well at the Yampa Plan <br />Scoping meetings held on November 27-29 in Steamboat Springs, Craig and Baggs, Wyoming. <br /> <br />With respect to the proposed Elkhead enlargement, Lee Leavenworth (representing the City) and Dan <br />(representing the CRWCD) met with the Craig City Council to discuss an intergovernmental agreement <br />related to the enlargement. The discussion was reported to be successful. They plan to take an IGA to the <br />City for its approval this winter. David Hallford and Dan!Birch have also met with the power interests that <br />own Elkhead water and David Hallford is moving ahead with outlining an agreement with them. . <br /> <br />We have also completed a fact sheet regarding the implementation of the Yampa Plan, We have included a <br />copy in your notebook. Others may find the fact sheet on'our web site, <br /> <br />The US Fish and Wildlife Service has also posted a copy of the Yampa Management Plan on the Internet. , <br /> <br />Little Snake River Issues: Staff attended a meeting wit~ the Attorney General, State Engineer, Division <br />Engineer and representatives of the 3-Forks Ranch, The 3-Forks Ranch representatives presented <br />information concerning how the City of Cheyenne and the State of Wyoming are operating the Little Snake <br />transmountain diversion project. The City of Cheyenne diverts water from the Little Snake River to the <br />North Platte to replace transbasin diversions from the North Platte that are delivered to Cheyenne, Although <br />there appears to be no violation on its face, we will be working with the Attorney General and State Engineer <br />to further investigate the alleged violations, <br /> <br />e <br /> <br />Agency Updates <br /> <br />Mailing List: We have converted to a largely email maillng list. Of the hundreds of hard copies of notices, <br />agendas, memos and other documents we used to mail, alii but 22 individuals or entities will no receive these <br />documents via email. The remaining 22 will still receive their information via "snail mail."
