<br />I <br /> <br />I <br /> <br />It had no engineers here in Colorado whatsoever. It has been adding. <br />people, like all federal and state agencies do. We. have a very, very <br />difficult job in trying to coordinate with that agency. Every time we <br />think we have it solved, we find another study which completely ignores <br />the recommendations that we have made. But we are gradually moving a <br />little closer together. We do have this major effort going on to <br />reconcile the differences. We brought in some outside consultants to <br />help us with that so we could get s9me independent viewpoints. <br /> <br />MR. KROEGER: Larry, I think my question was: have we ironed out the <br />differences with the Land Use Commission? This seems to be an obstacle. <br />At least it is my understanding that it is in our area. <br /> <br />MR. SPARKS: As far as our responsibility is concerned, yes. The Land <br />Use Commission has adopted our regulation. However, that commission, <br />has the job of determining what is a matter of state concern, and things <br />like that, that do not fall under our jurisdiction. That agency has an <br />extremely difficult j,ob. If we were projected into the permit field, <br />as they are, we would be having the same difficulties they are having. <br />As far as our relationship with that commission, we have had no serious <br />prOblems. <br /> <br />MR. LIOU: Mr. Chairman, my name is John Liou, FlA. In the Denver <br />office, we do have qualified engineers. We like to cooperate with the <br />state agencies to do the best job we can. But sometimes we have some <br />studies, our study contracts from other government agencies, we have <br />some difficulty to deal with them. But I always work with Larry Lang <br />or Eugene Jencsok. We try to work closely together and solve our <br />problems. <br /> <br />But I emphasize here that FIA's office in Denver here we do have very <br />qualified engineers. <br /> <br />MR. SPARKS: That is a new innovation. And that is understandable, <br />because the FIA started from scratch here a few years ago, and they had <br />one man here. In the last three years, the staff has been built up, <br />as stated, and they do have competent engineers. This is the reason we <br />think we are very close to integrating everything SO that we will have <br />no future problems. <br /> <br />MR. BLAIR: I hope so. <br /> <br />MR. SPARKS: This is Larry Lang, the chief of the Flood Control Section. <br /> <br />MR. LANG: For your question, Fred, we did get the Land Use commission <br />to contribute to this contract of unifying land use regulation and the <br />Board's model regulation and FJA's regulation. So I think we are at <br />least making sure they get the right information,. the right basic infOr- <br />mation.' Whether or not they make the right decisions is beyond our, <br />control. <br /> <br />MR. STAPLETON: I don't believe we have a motion, do we, to approve <br />these? <br /> <br />-25- <br />
