regulations. We recognize the great problem that the local governments
h~ive had in reconciling our regulations with the federal regulations.
I am meeting tomorrow with some of the federal people to review where
we are today. We hope within sixty days that we will have a new regu-
.lation proposed to this board which will resolve some of the problems.

There have been conflicting requirements imposed
ance Administration. We recognize the problem.
nize it is because we have been talking with you
around the state, the ones that.have to bear the
regu.lations. .

by the Federal Insur-
The reason we recog~
and people like you
brunt of aI-I these ,

I

MR. BLAIR: I have one more question. Could you state briefly what
the action of this board today would mean as far as the county flood-
plain studies?

MR. SPARKS: When they are approved, we notify the jurisdiction:
involved that we .have approved the floodplain, study.:

Under the law, the local authorities cannot adopt floodplain regula-
tions until this board approves the floodplain report. We have no
jurisdiction, as such, to :establish zoning regulations in any community.
We act only in an advisory capacity. We advise you that we approve a'
floodplain report. .Then it is' :upto the local authority .to determine.
what it wants to do :in 'the 'way of floodplain regulations.

MR. BLAIR: . But this action", states :that the floodplain study does
comply technically with :the state laws; is that correct?

MR. spARKS: Yes.

MR. BLAIR: So we can assume some validity to it. Is that it? I am
referring to the attitude of the Land Use Commission, and I hope you
appreciate that. The Board'is concerned :about having good technical
information 'to back up its own regulation, and we appreciate the :action
of this board. - But we want to make sure it is. correct.

MR. SPARKS: Now and then we have a small problem with the Land Use
Commission, also. But that is another story.

MR. BLAIR: Thank you.

MR. KROEGER: Mr. Chairman, are we,: infact, now coordinated with them
on the floodplain regulations? Is this solved, or is the only problem
with the Federal Insurance Administration, or is it both of them?

MR. SPARKS: The
Administration.
that are in this

only problem we had
We have coordinated
field.

is with the Federal Insurance
very well with the other agencies

I

The problem with the Federal Insurance.Administration is that it is.
new in this field. Its presumed purpose is to establish insurance
rates so that the federal government can, in effect, subsidize-insur-
ance in flood hazard areas. The FIA started out with almost no staff.

-24-
