In most cases, we have <br />an element of funding from this board, funds from the local jurisdiction, <br />city and county, and funds from a federal agency. In some cases, a <br />federal agency will contract for the entire study. Their studies <br />generally do not meet our specifications. They are not detailed suffi- <br />ciently enough. <br /> <br />MR. VANDEMOER: DO they get paid for it, though? <br /> <br />MR. SPARKS: What we are trying to do is increase the details in the <br />report by adding state money. For instance, if we want 2-foot contour <br />mapping, which we almost have to have in order that the people can <br />determine whether their property is within or outside of a flood zone, <br />we put in some state funds or local funds. <br /> <br />The reports are quite expensive. Somebody has to pay for them, and <br />they are about $30,000 apiece. Some run much higher. We have several <br />hundred of them yet to do. The whore program will cost, I would guess, <br />before it's through, some 40 to 50 million dollars. <br /> <br />MR. BLAJR: I am Mike Blair, Planning Director for Eagle county, and I <br />have a question. I think we are just completing a floodplain study on <br />the Roaring Fork River, with the assistance Of the water board staff. <br />I would like to, before I ask some questions, say that I appreciate what <br />Mr. Sparks has said and the way he said it--about the federal flood- <br />plain studies. I think that they are not technically Or legally ade- <br />quate to satisfy floodplain regulatory programs, including the House <br />Bill 1041 program. It would seem to me a greater savin~s to the <br />taxpayers if those programs could be formally and offic1ally combined <br />with the leadership of this board, rather than the FIA, the federal. <br />programs working so independently, because it is a hindrance and it is <br />not defensible, as far as I'm concerned. <br /> <br />Nevertheless, the studies that the water board has spon~ored or has <br />assisted in ,some way, I think, have been very, very adequate. ,We can <br />work with them very well. I appreciate the assistance that the water <br />board staff has given us. <br /> <br />Although you have not seen the reports yet on the Fryingpan, only parts <br />of it, I would ask a question. It is of a" great deal of concern to <br />the Board of county Commissioners and the County Planning commission, <br />as well as the citizens within the county as to how the floodplain <br />areas are going to be regulated. It is a concern of the Land Use . <br />Commission as to whether or not they will be regulated in accordance <br />with HB 1041. <br /> <br />I would ask that the Board consider assisting as much as possible, and <br />that means more so, perhaps, the counties, in establishing the flood- <br />plain regulations and giving technical advice. <br /> <br />MR. SPARKS: In response to that, we have now had some two years' <br />experience with the regulation, which this board promulgated under the <br />legislation. We are now making a major effort to review our previous <br />regulation to try to get it in conformity with various federal <br /> <br />-23- <br />
