Joe Knollenberg's (R-MT) bill to <br />repeal plumbing tix.ture flow restrictions (H. R. 859), enacted as part of the Energy Policy and <br />Conservation Act of 1992. The law limited the capacitY of newly manufactured toilets to 1.6 gallons <br />per flush and showerhead flows to 2.5 gallons per minute. Several western states enacted some type <br />of plumbing fixtures efficiency standards before the federal law was enacted. <br /> <br />The bill has 33 cosponsors from both parties from allover the country, and has been referred <br />to the House Commerce Committee's Energy and Power Subcommittee, Chaired by Rep. Dan <br />Schaefer (R-CO). No hearing has ever been scheduled. While, Rep, KnollenbeM is Dressing for a <br />hearing, opponents are urging Rep. Schaefer to take no further aelion on the bill. <br /> <br />The Western States Water Council has been asked about our position on the bill. ~ <br />Council has never addressed plumbina fixture efficiency standards. but has generally supported <br />voluntary water conserv3tion pr3Ctic~s, Should thc Council wish to take any position, now would <br />be an appropriate time, given the pending 30-day notice requirement for our March meetings in <br />Washington. D.C. <br /> <br />We would appreciate your opinion regarding whether or not the COWlcil should adopt a <br />position on Rep. Knollenberg' s bill or plumbing fixture efficiency standards in general, and if so, <br />what our position should be. Also, is any state willing to sponsor a position. <br /> <br />Thanks. <br />
