<br />" <br /> <br />. <br /> <br />Arkansas River Compact Administration: The annual Arkansas <br />River Compact Administration meeting was held in Lamar, <br />Colorado on December 13th and 14th. Since at the time of the <br />meeting a rUling by the special Master in the Kansas Vs. <br />Colorado suit had not been made, there was little controversy <br />and the meeting went very well. The issues of groundwater <br />metering in Colorado was discussed with an update being given <br />by Hal simpson on his procedure to develop data on the pumping <br />of groundwater in the Arkansas River. The only major issue <br />which we may need to become more actively involved with was <br />the transit loss study on the purgatorie River. This study <br />has been referred to the Engineering Committee and the U.s. <br />Geological Survey in to develop a work plan. Assistance in <br />the funding of the study may be requested in the future. <br /> <br />e <br /> <br />. Fort Lyon study: A presentation was made to the Fort Lyon <br />Canal company at their annual meeting in Las Animas as to the <br />status of the study and the plan to bring it to a conclusion <br />by designing an internal water bank which could be set up if <br />the company so desired. <br /> <br />. Sa1vaqe Water Committee: A proposal for the CWCB, state <br />Engineer, Colorado River District, u.s. Bureau of Reclamation, <br />and others to begin to develop a memorandum of agreement as to <br />how to proceed in working toward solutions concerning salvaged , <br />water in the Grand Valley is being developed. We will need to , <br />place this topic on our agenda for future discussions. <br /> <br />. Water Ouality: Hal Simpson and I have met with staff and <br />members of the Water Quality Control Commission to discuss <br />ways in which to better facilitate and coordinate activities. <br />We will both be making presentations to the Commission <br />concerning interstate compact operations and water <br />administrations. In addition, it is planned for us to hold an <br />afternoon joint meeting with the Commission in March wherein <br />both the Commission and the CWCB would participate in <br />discussions of topics of concern to both entities. <br /> <br />. Lonq Ranqe Plan: Peter Evans and the section chiefs are to be <br />complimented for their work on the Long Range Plan which has <br />been completed and revisions will be proposed at this Board <br />Meeting. <br /> <br />. La Plata County Ground Water study: We have been able to <br />facilitate a cooperative agreement between the Southwest Water <br />Board, the State Engineer, the U.S. Bureau of Reclamation and <br />La Plata County for a detailed groundwater study of the <br />Florida Mesa. Our thanks to Hal Simpson for agreeing to <br />provided a ~FTE for the study and provide the lead from the <br />States perspective. The USBR will provide $20,000 of in kind <br />work, and the Southwest Water Board and La Plata County will ~ <br />each provide $10,000 of cash contributions. We will assist ~ <br />the State Engineers office with data and groundwater <br />information. <br />
