" . Arkansas River Compact Administration: The annual Arkansas River Compact Administration meeting was held in Lamar, Colorado on December 13th and 14th. Since at the time of the meeting a rUling by the special Master in the Kansas Vs. Colorado suit had not been made, there was little controversy and the meeting went very well. The issues of groundwater metering in Colorado was discussed with an update being given by Hal simpson on his procedure to develop data on the pumping of groundwater in the Arkansas River. The only major issue which we may need to become more actively involved with was the transit loss study on the purgatorie River. This study has been referred to the Engineering Committee and the U.s. Geological Survey in to develop a work plan. Assistance in the funding of the study may be requested in the future. e . Fort Lyon study: A presentation was made to the Fort Lyon Canal company at their annual meeting in Las Animas as to the status of the study and the plan to bring it to a conclusion by designing an internal water bank which could be set up if the company so desired. . Sa1vaqe Water Committee: A proposal for the CWCB, state Engineer, Colorado River District, u.s. Bureau of Reclamation, and others to begin to develop a memorandum of agreement as to how to proceed in working toward solutions concerning salvaged , water in the Grand Valley is being developed. We will need to , place this topic on our agenda for future discussions. . Water Ouality: Hal Simpson and I have met with staff and members of the Water Quality Control Commission to discuss ways in which to better facilitate and coordinate activities. We will both be making presentations to the Commission concerning interstate compact operations and water administrations. In addition, it is planned for us to hold an afternoon joint meeting with the Commission in March wherein both the Commission and the CWCB would participate in discussions of topics of concern to both entities. . Lonq Ranqe Plan: Peter Evans and the section chiefs are to be complimented for their work on the Long Range Plan which has been completed and revisions will be proposed at this Board Meeting. . La Plata County Ground Water study: We have been able to facilitate a cooperative agreement between the Southwest Water Board, the State Engineer, the U.S. Bureau of Reclamation and La Plata County for a detailed groundwater study of the Florida Mesa. Our thanks to Hal Simpson for agreeing to provided a ~FTE for the study and provide the lead from the States perspective. The USBR will provide $20,000 of in kind work, and the Southwest Water Board and La Plata County will ~ each provide $10,000 of cash contributions. We will assist ~ the State Engineers office with data and groundwater information.
